Government is, together with the social partners, a major player in the Social Dialogue process. It plays the role of third actor in the tripartite Social Dialogue; at the same time it has the responsibility of providing the appropriate legal and institutional framework and support for the social partners in their bipartite dialogue at sectoral and company levels.
As far as tripartite Social Dialogue is concerned it is important that Government/public authorities cooperate with workers' and employers' organizations on economic and social policies at the national level as well as regional and local levels. Indeed, tripartite Social Dialogue is an instrument of consensus building on economic and social policies. As such, it gives social legitimacy and secures public support to public economic and social policies and thus contributes to democracy, social peace and to economic development in general.
Bipartite Social Dialogue between workers' and employers' organizations is also an important pillar of the system of Social Dialogue and industrial relations. It gives the right to social partners to regulate working conditions and labour-management relations in an autonomous way. However, for bipartite Social Dialogue to operate effectively there a need for an effective support from the State. The latter should create the appropriate legal and institutional environment to enable the social partners to conduct their Social Dialogue in the most efficient way. For example, the State should regulate the procedure of collective bargaining, provide a system for the peaceful settlement of labour disputes and register and analyze collective agreements. It should also empower the social partners to regulate working conditions in an autonomous way.
To enable Governments in the region to fulfill these different roles in the Social Dialogue process ILO SRO-Budapest has been providing assistance to them via advisory services, training activities, and technical cooperation projects. In addition, technical advise in provided to governments in the region in the area of labour law reform. This technical advise is provided in close coordination with the Infocus Programme on Social Dialogue, Labour Law and Labour Administration in Geneva.
Also, it is of the utmost importance that institutions for Social Dialogue are established and operate in member states. In this regard, ILO SRO-Budapest provides its assistance to the countries in the region to strengthen these institutions at all levels of decision-making including mechanisms for the settlement of labour disputes.

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen. |

A package for social and economic progress
The Albanian pilot of the One UN Programme will make use of the experiences of the International Labour Organization (ILO) gained in the field. As the only tripartite organisation within the United Nations system, the ILO plays a key role in involving social partners in the recently launched UN reform process.
