Two two-day workshops funded by the Austrian Development Agency were held during the week of 29 September - 3 October 2008 on collective bargaining and negotiating skills in the FYR Macedonia and Albania, respectively.
The workshops aimed at assisting those who participate in Economic and Social Council meetings, those who might soon be representing employers at those forums, and those who engage in collective bargaining - national, sectoral or at enterprise level. Staff members of the Employers' Organisations in these countries also attended as with the material provided this area will be an on-going service offered to the wider membership.
Both workshops have been presented by Anne Knowles, Senior Specialist of Employers’ Activities of the ILO SRO Budapest, and Brent Wilton, Deputy Secretary General of the International Organisation of Employers. Both have had extensive experience in practical negotiations not only of collective agreements but also in various national and international forums. The content of the course covered such issues as preparation for negotiations, effective listening, negotiation tactics and was interspersed with many practical exercises.
The Employers’ Organisations of the Central and Eastern European sub-region are very much interested in such a workshop, it has already been conducted successfully in Croatia, Moldova, Montenegro, Serbia and Bosnia and Herzegovina earlier this year. Participants have seen this as being a useful initiative - particularly in building the capacity of national, regional, sectoral and/or enterprise employer representatives.

Bulgaria: helping businesses to enter the formal economy
GENEVA (ILO Online) - In 2003, a new regulation was introduced in Bulgaria, whereby it became compulsory for employers to register all labour contracts. In addition, as many employers and enterprises are unaware about the new regulations, there is a strong need now to inform them on how to conform with the new system. The ILO's Bureau for Employers' Activities (ACT/EMP) supports the Bulgarian Industrial Association (BIA) - the largest Bulgarian employers' organization, to help companies moving from informality to formality. ILO on line spoke with Henrik Moller and Jean-Marie Standaert, both from ACT/EMP, who assist BIA in making this happen. |

A package for social and economic progress
The Albanian pilot of the One UN Programme will make use of the experiences of the International Labour Organization (ILO) gained in the field. As the only tripartite organisation within the United Nations system, the ILO plays a key role in involving social partners in the recently launched UN reform process.
