  • Joint study by ILO and WTO on informal employment and trade

    According to a joint study (pdf - 1,2Mo) by the ILO and the WTO, high rates of informal employment are preventing developing countries from reaping the benefits of open trade, leading to increased poverty. The study showed that the more prevalent informal employment was, the more susceptible developing countries were to emergency situations like the current global crisis. The study also indicated that trade reforms would boost formal employment in the long term provided they were backed up by effective internal policies, despite causing an increase in informal employment in the short term.

  • Global Wage Report (November 2009)

    The ILO Global report (767 kB) has revealed that worldwide growth in actual wages slowed down considerably in 2008 due to the economic crisis. The downward trend is set to continue this year, despite signs of a possible economic upturn. However, the report also indicated that both developed and developing countries have upped minimum wages in recent years, suggesting they are increasingly concerned by growing inequality and low pay. The report described the minimum wage as an important policy tool for social protection. It called on social partners to set rates for minimum wages, recommending that they be combined with other income support measures and/or tax reductions.

  • Two ILO guides for drafting anti-crisis measures

    The ILO has published a new guide (pdf - 590kB) (Country Level Rapid Impact Assessment of Crisis on Employment) to aid rapid assessment of the impact of the crisis on national employment. Its chief aim is to provide methodological advice and practical pointers on how to collect data and use it effectively when drafting stimulus policies. In addition, the ILO has published a second guide (pdf - 1,8Mo) called Millennium Development Goals Employment Indicators on the four new employment indicators. It provides definitions, concepts, background information and formulae for each of the new employment indicators. The guide also gives advice on how to draft relevant and effective national policies. Finally, it contains a full list of the decent work indicators currently being further discussed by the ILO.
