CAOBISCO1 and ILO to expand fight against child labour in agriculture
Project will contribute to the elimination of worst forms of child labour in hazelnut harvesting in Turkey.
The International Labour Organization (ILO) and the Association of Chocolate, Biscuit and Confectionery Industries of Europe (CAOBISCO) have signed a project cooperation Public-Private Partnership (PPP) agreement on 22 April 2013 to contribute to the elimination of the worst forms of child labour (WFCL) in seasonal commercial agriculture in hazelnut harvesting in Turkey.
The agreement was signed by Ms. Ümit Deniz Efendioğlu, Director of the ILO Office for Turkey and Ms. Sabine Nafziger, Secretary General of CAOBISCO. The PPP will complement the on-going project of the ILO and the Government of Netherlands which is contributing to the elimination of WFCL in Turkey. This project is being implemented jointly by the Ministry of Labour and Social Security and the ILO in the Black Sea region province of Ordu. The project activities to be implemented with CAOBISCO funding will cover a 12 month period between April 2013 and April 2014.
The overall objective of this project is to contribute to the elimination of WFCL in seasonal commercial agriculture in line with the Government’s strategy drawn by National Time Bound Policy and Programme Framework for the elimination of WFCL by 2015. The project will improve the local capacity to support the removal of children from working in agriculture and the prevention of at-risk children from entering such work. The capacity of public institutions and local NGOs will be enhanced and new monitoring models and partnerships will be developed. The strategic intervention model employed in the project will be sustained and scaled up in other sectors by ensuring active participation in project activities by the Government, social partners, civil society and private sector.
The project would demonstrate how multinational companies, working in partnership with ILO constituents, can achieve sustainable progress in eliminating child labour in their supply chains by raising awareness against child labour and developing a child labour monitoring system . The project will support the withdrawal or prevention of children from child labour in seasonal agriculture in hazelnut harvesting by involving the private sector representatives in strategic planning along with ILO constituents and other stakeholders on the elimination of child labour in hazelnut harvesting. It will also contribute to the implementation of national action plans addressing child labour as well as to the development of child labour monitoring mechanisms.
