Turkey
is one of the specifically selected countries to help create the
roadmap towards 2015 and beyond
United Nations Development Group aims to facilitate an all-inclusive
and long lasting consultation process in 50 specifically selected
countries globally to inspire the debate on the post 2015 development
agenda. Turkey has been chosen as one of the 50 countries in which
the consultations will take place, hence providing various
stakeholders in Turkey an opportunity to bring their own
contributions to the dialogue that will eventually create a roadmap
towards 2015 and beyond. In 2000, members of the UN General Assembly
proved their willingness to cooperate for global development by
adopting the Millennium Declaration, and soon after, Millennium
Development Goals (MDG) followed, transforming their commitment into
action. At the moment MDGs are approaching their targeted deadlines,
and the UN System is concentrating on fulfilling its agenda before
2015.
The discussions over the post 2015 Development Agenda have started
already, as the development community is looking towards the era
after MDGs. The major question is: what should be the next move for
working towards a sustainable development at global level and what
would be the framework for this? The UN is the perfect platform to
initiate and manage an inclusive debate for shaping the agenda for
global development. The debate is starting now, and UN is asking now
in 50 countries including Turkey: what future do you want?
One of the key results of the UN Sustainable Development Rio+20
Global Conference in June 2012 was the agreement that stakeholders of
all levels and backgrounds must be included into the common
discussions over the post-2015 agenda. For this purpose, 50 countries
including Turkey are selected to inspire the debate on the post 2015
development agenda. The national consultations aim to stimulate an
inclusive debate on post 2015 development agenda by providing an
analytical base, inputs and ideas that build a shared global vision
on the Future We Want, with clear recommendations for governments and
civil society and a broad range of stakeholders. It aims to increase
and ensure participation of poor and other marginalized groups in
formal negotiations processes as well. The academia, media, private
sector, the civil society, and decision makers such as politicians,
government officials and parliamentarians are all invited to take
part in the process, which is also enhanced by an online web portal
to enhance open interaction and information exchange.
National consultations also aim to broaden the analytical base for
global goals supporting citizens to actively engage in discussions
over a post 2015 development agenda. The process does not only aim to
impact governments’ position and the intergovernmental process, but
to create channels through which voices of the marginalized can be
amplified and acted upon. The dialogue will also support countries in
exploring innovative and stronger mechanisms to draw on people’s
skills, experiences and ideas when developing and implementing
policies that affect them.
In Turkey the national consultations will be implemented by the UN
Resident Coordinator’s Office, in close partnership with all UN
Agencies and the Ministry of Development. Stakeholders from all
sections of the society will be able to participate in the process
through purposefully organized focus group, provincial consultation
and online consultations. The process will culminate in the final
event in Ankara on January 2013. Additionally, a continuous feedback
mechanism together with up to date information will be provided to
the stakeholders on the forthcoming Post2015 website, which will be
launched in October, hence ensuring an interactive and inclusive
process through out.
