In recent years, the increase in the number of atypical workers, such as part-time workers or temp workers is becoming prominent in Japan. Various types of working style including freeters (Japanese expression for people between the age of 15 and 34 who lack full time employment or are intermittently unemployed) have emerged, which calls for a debate on the quality of employment with the recovery in the Japanese economy.
ILO sets "Decent Work" as a priority goal to be achieved in the 21st century and works not only on expanding employment but also on improving its quality. The increase in the number of non-regular workers is a common challenge for developed countries which are facing with increasing global competitions. The issue has also become an active area of research in many international organizations including OECD and EU.
ILO Office in Japan and Waseda University will hold a joint international symposium, focused on global trends in the increase of vulnerable workers. Points of the debate on the issue in Europe and Japan are introduced by ILO experts on employment issues as well as Japanese researchers. Then, a panel discussion will be held with the participation of representatives of Japanese government, workers' and employers' organizations. Future challenges and measures to be taken will also be discussed.
