A Symposium commemorating the 50th Anniversary of reopening of the ILO Office in Japan
(formerly named the "ILO Tokyo Branch Office")

"Changing world of work and the ILO today"

On 27 September 2005, the International Labour Organization Office in Japan held a symposium in Tokyo, commemorating the 50th Anniversary of reopening of the ILO Office in Japan, inviting Mr. Kari Tapiola, ILO Executive Director responsible for Standards and Fundamental Principles and Rights at Work. The symposium was chaired by Ms. Mitsuko Horiuchi, Director of the ILO Office in Japan.

The ILO Office in Japan (formerly known as the ILO Tokyo Branch Office) was established in 1923, but was closed subsequent to Japan's withdrawal from the ILO. It was reopened in 1955 after Japan rejoined the ILO in 1951 following the World War II.

The theme of the first part was "Human security and the role of the ILO." The concept and background of human security was introduced by Prof. Dr. Ramesh Thakur, moderator. Subsequent discussions by the academic experts further developed the theme. Some speakers focused on the concept of human security and Japan, human security and the tripartite structure and the Decent Work agenda of the ILO.

In Part II, speech entitled "Work and Gender" was presented, followed by a panel discussion under the theme "Challenges and visions of the ILO in today's changing world," participated by the representatives of the tripartite constituents and a NGO who made remarks from their respective positions. This discussion might have provided for all the participants a good opportunity to think about the role of the ILO and its future direction.

Mr. Kari Tapiola summarized the half-day active discussion at the end of the symposium.

Another commemorative event was an exhibition of ILO historic photos entitled "Towards decent work" held from 5 to 30 September at UN Gallery in the UN House. Message from Mr. Juan Somavia, ILO Director-General, was also displayed at the venue.
