The ILO International Institute for Labour Studies in 2002 published the "Organized Labour in the 21st Century." This book, edited by A.V. Jose, Education and Outreach Coordinator of the Institute, explores the experiences of trade unions responding to globalization through a number of country case studies. It highlights the importance of organizational strategies to enable unions to exercise voice and influence policy. It reveals that the major challenge for unions in all countries, notably developing countries, is the representation of non-traditional constituents and the provision of new services. In addition, it shows that changes in the world of work and in social attitudes are leading to union alliances and coalitions with other civil society actors for common goals. Examining industrialized, middle-income and developing economies, this book offers a wider understanding of the role and changing priorities of organized labour. It provides insightful reflection and analysis for the formulation of effective policies and strategies for labour movements in the years to come. Mr. A.V. Jose, one of the contributors to this volume and the editor, will visit Japan this July. We would like to make the most of this opportunity in organizing a discussion meeting to hear from Mr. Jose his views of the roles of the trade unions in this changing world and to have a frank exchange of views between the social partners in Japan.
