Papua New Guinea
Quick facts about PNG: 26 ILO Conventions ratified, land area - 462 840 sq km, population - 5190000, capital - Port Moresby and languages - Pidgin, English, Hiri Motu and 800 others.

Papua New Guinea became a ILO member state in1976. It has been one of the principal beneficiaries of ILO technical expertise and project funding.

A number of activities are planned for the period of 2003-2004 under the four ILO strategic objectives or sectors:

Sector 1 - Fundamental Principles and Rights at Work:

  1. Ratification of all eight fundamental conventions (C29, C87, C98, C100, C105, C111, C138 and C182)
  2. Study on Discrimination in Employment and Occupation
  3. National Seminar on Discrimination in Employment and Occupation (during the forthcoming mission of Mr. Swepston);
  4. Training on Reporting;
  5. Strengthening awareness programme on the Declaration and Fundamental Conventions (following its translation into local languages.) The Programme needs to identify the different activities targeting policy makers and enterprises.
  6. Child Labour
    (a) Study on Types and Extent of Child Labour
    (Components of project proposal have been discussed with UNICEF during the mission who will prepare the first draft of Project Proposal. (UNICEF in principle agreed to finance the project.)

Sector 2 : Decent Employment and Income for Women and Men

  1. Bridging Project on SIYB (continuation);
  2. Assistance for the development of Project Proposal on Poverty Reduction through Employment Generation for donors funding (project idea has been discussed with Japanese Embassy, along with other donors, who showed active interest in funding the project);
  3. Technical Advice to PNG National Training Council on the establishment of National Qualification Authority;
  4. Participation in the Sub-regional seminar on Labour Market Information System and development of follow-up activities;
  5. Youth Employment – development of Programme and Project Proposals;
  6. Application of CBT Methodology in the Rural Public Works Programme (National Seminar and development of a project proposal for donors funding);
  7. Finalization of Cooperative Policy and its follow up activities;
  8. Follow-up with the donors on funding project proposals; Household Survey; and Dynamic Labour Market Information System prepared in 2001.

Sector 3 : Social Protection for All

  1. HIV/AIDS – Policy at Workplace (project proposal has been discussed during the mission and, in principle, agreed funding by UNDP);
  2. Training of Labour Inspectors and senior officials on Occupational Safety and Health;
  3. Assist in the development of OSH Inspection System;
  4. Voicenet – Socio Economic Survey has been completed and awaiting HQ comments to complete the project; and
  5. Assistance in the implementation of Maternity Protection Convention.

Sector 4 : Tripartism and Social Dialogue

  1. Finalization of Audit Report (Department of Labour and Employment will make comments on the report prepared by Mr. Abhik Ghosh);
  2. Review of Labour Legislations and Drafting of Legislative Changes (as a follow-up on the ratification of Fundamental Conventions);
  3. Study on globalization and its impact on workers' rights.
  4. Organization of National Seminar of Parliamentarians on Decent work an Labour Legislation (October 2003);
  5. Organization of Quarterly Informal Tripartite Meeting on “Decent Work” (to be coordinated by the Department of Labour to promote social dialogue on areas of common interest);
  6. Assistance to PNG Employers’ Federation (activities proposed by Mr. Raphael Crowe): (a) Research and information services to members of PNG Employers Federation;
    (b) Training on HIV AIDS;
    (c) Preparation of position paper on Employment Act;
  7. Assistance to PNG Trade Union Congress (activities proposed during the mission): (a) Support to research activities of PNG Trade Union Congress (the project proposal to be developed by PNG TUC);
    (b) Continuation of workers’ education programme (ACTRAV is working with Australian Council of Trade Union to assist PNG TUC by utilizing the savings from the old project. This activity would need discussion with Mr. Freek Thomasson);
  • Cross-Cutting: (a) Organization of a national seminar to sensitize gender issues and to promote gender equality in employment, training and occupation.
