Background

In recent years, the informal economy has been expanding globally. The informal economy is where the bulk of "working poor" are and where decent work deficits exist - with no rights, poor working conditions, irregular working hours, low productivity, lack of organization, representation and voice, amongst others. The informal economy, where the bulk of the Indian work force is, encompasses a wide range of activities. Informal economy workers are "largely invisible" and "unprotected". There are also gender dimensions. Women are concentrated at the low end of the spectrum, in low paying, irregular and often unrecognized forms of work.

Objectives

To contribute to improvement of the policy framework and direct action to promote decent work and income opportunities and enhanced representation and voice of women workers in the informal economy.

Strategy

ILO and SEWA Bharat are working in partnerships in four States (Bihar, Madhya Pradesh, Rajasthan and Uttar Pradesh) with each partner taking the lead in 2 States each towards;

  • Enhanced knowledge and understanding of decent work gaps confronting women workers in the informal economy in four States; and
  • Pilot test and fine-tune an integrated implementation strategy in selected districts in the four States.
