Under the preparatory phase of the Time-Bound Programme (TBP) funded by the donor consortium (DFID, NORAD and USAID), the ILO and its allied partners, UNICEF and the ADB provided technical assistance to the Government of Bangladesh in developing a framework for policy and direct action on the worst forms of child labour (WFCL). This framework, was based on two processes: creation of an in-depth knowledge base to improve understanding of the nature and scope of the WFCL, and extensive and systematic consultations with a view to building a wide consensus, commitment and alliances among the full range of child labour stakeholders to address the WFCL problem.

The project's key achievements are:

  • Finalizing a list of proven good practices and lessons learned by the IPEC-Bangladesh team;
  • Conducting a baseline surveys on potential hazardous child labour sectors covering 45 targeted sectors across the country;
  • Conducting a baseline survey on child domestic labour in Bangladesh, including rural areas; and
  • Determining a provisional list of hazardous child labour together with the government as well as employers' and workres' organizations.
