ILO institutional arrangements for gender issues

ILO's current institutional arrangements for gender issues came into existence in 1989. These new arrangements aim to:

The institutional responsibility for promoting the mainstreaming of gender concerns is decentralised across the following units:

ILO unit

Description

Special Adviser on Women Workers' Questions Responsible for:
  • promotion and co-ordination of ILO policies, strategies, programmes and activities concerning equality for women in employment throughout the Office, both at HQ and in the field
  • relations with ILO constituents
  • representation of the Office on women workers' questions
  • liaison with other international organisations, particularly in the UN system

Main functions:
  • policy advice on ILO priorities and objectives concerning women workers
  • guidance to implement a coherent and strategic overall ILO programme for the advancement of the status of women in employment
Focal points (HQ technical departments) Their role includes:
  • to render departmental programs more sensitive to gender issues
  • to strengthen the equality dimension in their activities
  • to promote and monitor issues concerning women workers in their technical fields
  • to ensure that equality concerns are taken into consideration in programme objectives and responsibilities in their respective technical areas
Senior Specialists on Women and Gender Questions (regions) They are members of the multidisciplinary teams. Their role includes:
  • to promote, co-ordinate and monitor activities concerning women workers
  • to liaise with other organisations on gender issues in the world of work
  • to represent the Office on such issues
  • to collaborate with headquarters in
    • identifying areas and means for priority action
    • monitoring and reporting on developments
    • promoting gender issues within the regions
  • to mobilise the ILO field structure to take increasing account of gender issues in their programme and activities
  • to promote and monitor women-specific activities, as necessary
Multidisciplinary Teams Each of the 14 sub-regional MDTs has either a focal point on women and gender questions or a Senior Specialist on Women and Gender Questions.
WID Unit, Turin Centre The Centre
  • runs programmes to ensure the integration of women as agents in all aspects of development
  • implements a specific Women in development programme with vertical and horizontal functions
  • collaborates with regional and technical programmes to mainstream attention to gender issues
  • runs specific courses at its International Training Centre to promote equal opportunities in employment
