Country Director’s Welcome
Welcome to the website of the International Labour Organization (ILO) in Colombo !
This website is our face to the outside world. We put great emphasis on keeping the site updated and full of news about the cooperation between our partners in Sri Lanka and the ILO.
The strong cooperation between Sri Lanka and the ILO dates back to Sri Lanka’s admission to the ILO in 1948. Since then, Sri Lanka has been a very active member of the organization.
We deliver our technical and financial assistance to the country through a Decent Work Country Programme (DWCP).
It is developed in full consultation with our tripartite partners; the Employer’s Organization of Ceylon (EFC), the Trade Unions and the Government (Ministry of Labour Relations and Manpower as our focal point).

Decent work is captured in four strategic objectives: fundamental principles and rights at work and international labour standards; employment and income opportunities; social protection and social security; and social dialogue and tripartism. These objectives hold for all workers, women and men, in both formal and informal economies; in wage employment or working on their own account; in the fields, factories and offices; in their home or in the community.
We also believe that decent work is central to efforts to reduce poverty, and is a means for achieving equitable, inclusive and sustainable development.
Together with our partners we work in a number of technical areas all related to the world of work; wages, dispute settlement in the public sector, industrial relations and labour market governance, social security, employment policy development, strengthening of employers’ and workers’ organizations, prevention of child labour, promotion of youth employment, enterprise promotion and value chain development, community based vocational training, livelihood recovery in conflict and disaster affected areas, labour migration, labour-based technology including planning of small-scale infrastructure, HIV/AIDS in the work place, gender mainstreaming and sexual harassment in the workplace.
The strengthening of labour market institutions - that make policies come alive and have a real influence on the betterment of the life of ordinary people - is key to the ILO’s mandate and work.
On this website you can find more detailed information on the many aspects of cooperation between Sri Lanka and ILO. You can also find details on relevant contact persons of individual projects and initiatives.
I welcome the Maldives as a new member of the ILO since May 2009.
We are looking forward to provide technical assistance to the development of labour market institutions, social dialogue and tripartism.

Republic of Maldives joins the ILO
The Republic of Maldives has become the 183rd member State of the International Labour Organization (ILO), the United Nations agency that deals with work and workplace issues.
The membership came into force on 15 May 2009 when H.E. Mr Mohamed Nasheed, President of the Republic of Maldives, submitted a letter to Mr. Juan Somavia, Director-General of the ILO, containing the formal acceptance by the Republic of Maldives of the obligations of the Constitution of the ILO. The Government will pay US$4,000 annually in membership fees. Work in the country will be organized via the ILO Office in Colombo, Sri Lanka.
Ms Sachiko Yamamoto, Regional Director, ILO Regional Office for Asia and the Pacific said: “We are delighted with this positive development. We warmly welcome the Republic of Maldives to the ILO and look forward to working closely with the government, workers' and employers' organizations to promote decent work for the people of the Republic of Maldives”.
The Maldivian archipelago consists of about 1,200 small low-lying islands, of
which around 200 are inhabited and 87 are developed as resort islands. The
population is about 299,000, of whom some 81,000 are migrant workers. The major
generators of income and employment are tourism and fishing.
The country has been a member of the United Nations since 21 September 1965.

Sri Lanka celebrates ILO’s 90 Years Working for Social Justice
The ILO Country Office in Sri Lanka celebrated the 90th anniversary of the creation of the ILO with a number of high-level activities. In August 2008, a tripartite steering committee comprising of the Government, ILO, Employers’ Federation of Ceylon (EFC) and the workers’ organizations was established under the chairpersonship of the Ministry of Labour Relations and Manpower, for planning the events in lieu of the ILO’s 90th anniversary.

SRI LANKA LAUNCHES NATIONAL LABOUR MIGRATION POLICY

The Sri Lanka National Policy on Labour Migration was launched by the Ministry of Foreign Employment Promotion and Welfare on 24th February 2009. The policy articulates the State’s commitment to ensuring a labour migration process that adheres to principles of good governance and rights and responsibilities enshrined in international instruments to advance opportunities for all men and women to engage in migration for decent and productive employment in conditions of freedom, dignity, security and equity. The policy recognizes the significant contribution of all Sri Lankan migrant workers to the national economy through foreign exchange remittances and other mechanisms. The policy aims at developing a long-term vision for the role of labour migration in the economy, enhancing the benefits of labour migration on the economy, society, the migrant workers and their families, minimizing its negative impacts and, finally, working towards the fulfillment and protection of all human and labour rights of migrant workers. more »

ILO Conference on Maritime Labour Convention (MLC 2006) and Sea Farer’s Identity Document 2003 (C 185)
The International Labour Organization in collaboration with the Sri Lankan Government is organizing a workshop from 6 – 8th of August 2008 at the Maitland State Room, Mount Lavinia Hotel, for the promotion of the Maritime Labour Convention (MLC) and possible ratification ensuring decent work standards for all seafarers.

Global Employment Trends - 2009
Global Employment Trends have been produced and published on a yearly basis since 2003. The report analyses the impact on the labour markets of a wide range of factors, ranging from population and economic growth to economic turbulence stemming from the credit crisis in industrialized countries, rising oil prices, and a projected slowdown in economic growth.
