World Day for Safety and Health at Work - Observation in Mongolia
The Confederation of Mongolian Trade Unions (CMTU) and its tripartite partners – the Mongolian Ministry of Social Welfare and Labour (MSWL) and the Mongolian Employers’ Federation (MONEF) - organized a press conference to highlight the importance of social dialogue and cooperation amongst the tripartite constituents to promote decent work and minimise fatal accidents, injuries, and illnesses caused by poor working conditions.

Fine arts and photos exhibition to mark the ILO 90th Anniversary
ILO/IPEC organized an exhibition of fine arts and photos “Colours and Black and White” to mark the ILO 90th anniversary and the 10th anniversary of the adoption of the ILO Convention No. 182 concerning the worst forms of child labour. The exhibition was inspired by Mongolian fine artists and photographers. It aimed to help understand and express the struggle facing Mongolia’s child labourers.

Regional Tripartite Workshop on Improving Safety and Health in Mining for Selected Asian Countries
ILO’s social partners and representatives from non-government organizations, mining companies, State Specialized Inspection Authority participated in the meeting and discussed about the necessity of the application and the possibility of the ratification of the ILO’s Convention No. 176 on Occupational Safety and Health.

National Tripartite Consultative Meeting on Occupational Safety and Health in Mining
Hosted by the Mongolian government, tripartite partners from China, Indonesia, Malaysia, Mongolia, representatives from workers’ and employers’ organisations from Viet Nam, India and the Philippines participated in the seminar discussing the importance of ILO 176 Convention as well as Convention 155 and Recommendation 187.

Press Conference on the ILO 90th Anniversary
Ms. Constance Thomas, ILO Director for China and Mongolia, Mr. Nyamkhuu, Vice Minister of the Mongolian Ministry of Social Welfare & Labour (MSWL), Mr. Ganbaatar, Executive Director of the Mongolian Employers’ Federation (MONEF), and Mr. Kh. Amgalanbaatar of the Confederation of Mongolian Trade Unions (CMTU) discussed the cooperation between the ILO and the tripartite constituents. All partners agreed to strengthen tripartite dialogue and cooperation.

Tripartite Workshop on Decent Work and World Economic Crisis
The Mongolian Employers’ Federation (MONEF) organized a half day tripartite workshop on “Decent Work and World Economic Crisis” to exchange ideas amongst the constituents on how to cope with the impact of the world economic crisis on the workplace.

Workshop on Application of International Labour Standards in Mongolia
This workshop brought ILO tripartite constituents and national human rights' Organizations together to discuss International Labour Standards applicable in Mongolia and Mongolis's reporting obligations on application of these standards. It aimed at raising constituents' and stakeholders' awareness on ILS and builds capacity to improve discharging of reporting obligations, especially at timely submission of first reports on forced labour conventions C.29 and C.105.

National Employment Forum
The National Employment Forum arranged in Mongolia brought together 160 participants from the aimags, line ministries, employers' organizations, trade unions, parliament, training institutions, NGOs, international organizations, embassies and other partners to discuss employment promotion and review current policies . The special focus of the Forum was on youth employment and informal economy. The UNDP National Human Development Report on Employment and Poverty was also released during the Forum.

Capacity building workshop on social dialogue and wage policy
This tripartite capacity building workshop was organized to identify problems with current wage policy framework, and explore alternative approaches to the wage policy formulation. At the workshop, the participants identified key issues and problems related to minimum wage determination, public sector wage determination and overall wage policy framework. An Chinese expert, Mr. Su Hainan shared his knowledge and experiences of China's wage policy, which included decentralized minimum wage determination and wage guideline system. Participants shared a view that there was a need to improve wage statistics so that tripartite policy-makers can make better informed decisions on wage policy, and also workers and employers can have more informed negotiation either at individual or collective level. Mr. Changhee Lee, ILO senior specialist on industrial relations and social dialogue emphasized that wage policy needs to be designed and implemented in full consideration of economic factors such as GDP growth, CPI and productivity as well as social needs.

National tripartite consultative meeting on Draft Programme of 2008-2015 Social Partnership in Mongolia
Opened by the Minister for Social Welfare and Labour, Mr. Demberel, the national tripartite consultative meeting discussed the draft programme of 2008-2015 social partnership in Mongolia, which was prepared by a tripartite working group. The meeting was attended by around 30 participants, including the President of Confederation of Mongolian Trade Unions (CMTU) and the President of Mongolian Employers' Federation (MONEF). The draft programme outlines policy measures to improve national tripartite social partnership process so that it can make contributions to the country's balanced social and economic development. While speaking on behalf of the ILO, Mr. Changhee Lee (senior specialist on industrial relations and social dialogue) pointed out that there was a need to strengthen consultation and in-depth policy deliberation process within the National Tripartite Committee on Social and Labour Consensus, and that national tripartite negotiation needs to take into account economic reality of the country instead of setting ambitious goals. While endorsing the overall framework of the draft programme, the participants requested the tripartite working group to make further improvement and elaboration based upon the discussion at the national consultative meeting.

ILO/MOSWL Workshop on skills recognition and the use of regional model competency standards (RMCS)
Under ILO/Korea Partnership Project 2006, the workshop was held in Ulaanbaatar in collaboration with the Ministry of Social Welfare and Labour. The technical sessions dealt with the Regional Model Competency Standards as a means to improve the recognition of workers' skills, in Mongolia and in the region.

Tripartite Workshop on Vocational Education and Training Legislative Reform in Mongolia
Led by the Ministry of Social Welfare and Labour, with the participation of the National Methodological Centre (a joint agency of the MOSWL and the Ministry of Education), the Workshop reviewed the current Vocational Training Law and develop recommendations for its amendment. The ILO has also proposed a number of areas for follow up.

ILO Workshop on Labour Inspection and Occupational Safety and Health
The objective of the workshop is to promote better understanding of ILO conventions concerning labour inspection and occupational safety and health, as a measure to strengthen the capacities of the government and social partners in developing national OSH legislation. The training will be conducted by Mr. Tim de Meyer, ILO Senior Specialist on International Labour Standards, and Mr. Wolfgang von Richthofen, ILO Consultant on Labour Inspection.

Tripartite Workshop on HIV/AIDS and the World of Work
First of its kind, the Workshop was a starting point to address HIV/AIDS prevention in workplace in Mongolia. Representatives from Ministry of Social Welfare and Labour, Mongolian Employers' Federation, Confederation of Mongolia Trade Unions, other social partners and media attended the workshop. Ms. Samina Hasan of ILO Beijing Office made an opening speech. Mr. Eric Carlson of ILO Sub regional Office in Bangkok and Ms. Wu Rulian of ILO Beijing Office made presentations on basics of HIV/AIDS, stigma and discriminations, policy and other issues related to HIV/AIDS in the workplace.
