Green Jobs in China

As a rapidly developing country with a large population and a fragile eco-environment, China is vulnerable to the adverse effects of climate change. Global warming threatens both the ecosystems as well as the economic and social development of the country. The Green Jobs strategy offers a win-win solution to the pursuit of growth, job creation, employment security and environmental protection. The ILO supports the Chinese government and its social partners in their efforts to pursue these goals. The main objective of the ILO green jobs programme in China is to help the country realize its potential for green jobs. The programme also aims to help China make a positive labour market transition in the face of climate change.

The national counterparts MOHRSS, CEC and ACFTU are implementing green job activities with support from ILO under two initiatives:

  • ILO RBSA Green Jobs Initiative (2008–2009)
  • China Climate Change Partnership Framework MDG-F programme (2008–2010)

The Green Jobs Initiative was launched in 2007 by the ILO, the United Nations Environment Programme (UNEP), the International Trade Union Confederation (ITUC) and the International Organization of Employers (IOE). The ILO programme helps to fill the knowledge gaps, contribute to policy formulation and assist member countries as part of the Decent Work Country Programmes.

China Green Jobs Experience Sharing Meeting
30-31 March 2009, Beijing

The International Labour Organization (ILO) and the Chinese Ministry of Human Resources and Social Security (MOHRSS) organized a China Green Jobs Experience Sharing Meeting in Beijing on March 30-31. The Experience Sharing Meeting brought together policymakers, practitioners and specialists from relevant government agencies, academia, workers’ and employers’ organizations and businesses to discuss green jobs promotion in China. International inputs were given by specialists from US, Australia, Germany, India and Bangladesh, as well as ILO and other UN agencies. The objective of the meeting was to learn from international best practices and to share information on national experiences. The meeting identified also a way forward for green jobs promotion in China.

The major themes discussed in plenary sessions include:

  • Potential for green jobs creation globally and in China;
  • International experiences on active measures taken by governments and social partners to promote green jobs;
  • Needs for skills development for green jobs;
  • Experiences from international and national initiatives on green jobs creation and enterprises in transition;
  • Sectoral experiences on green jobs promotion in renewable energy, building and industry, recycling and waste management, and forestry, agriculture and eco-tourism.
