Bureau of Manpower, Employment and Training
The BMET is under administrative control of Ministry of Expatriates’ Welfare and Overseas Employment. The Bureau is performing all functions relating to migration process including licensing of recruiting agents. Through 14 Technical Training Centers (T.T.C), 1 Institute of Marine Technology and 3 Apprenticeship Training Offices, the BMET provides training in different employable trades.

BCC is an autonomous body under the Ministry of Science and Information & Communication Technology. Training has an important place among the activities of BCC. During the year 1990-91 to 1996-97 a total of three hundred and sixty one trainees has been trained under the training program. On 9 July 2003 this Institution has been declared as an independent Research Organization through an "Act" under the Ministry of Textiles. The Training Section of this institute imparts training to the personnel of Govt. and Non Govt. organizations working on sericulture through both short term (mulberry cultivation and silkworm rearing, silkworm egg production, silk reeling and spinning, silk weaving, dyeing and printing) and long-term courses (Artisan, Certificate and Post Graduate Diploma in Sericulture).
