In The Philippines, the target areas are five provinces and one city in the Autonomous Region in Muslim Mindanao (ARMM). The target groups are the rural poor, specifically, women, disenfranchised male youth, and persons with disabilities. The project's strategic development objective is increased economic opportunities and security in the target areas.

The project addresses the needs in developing human potential and local economies in the post conflict and poor area of Mindanao. More specifically, the Project builds on previous ILO technical cooperation experiences in skills and entrepreneurial development for employment promotion, income generation and local economic development in Mindanao and enhances capacities of national and local institutions in planning, designing and implementing community-based training and support programme as part of local economic empowerment efforts and decent work promotion. It is intended that the Project will further develop and practically apply the Training for Rural Economic Empowerment (TREE) comnmunity-driven methodology on planning and delivering skills and enterprise development training.
