The ARM is held every four years and brings together the political, economic and social actors from the countries of the Asia Pacific region. This 14th Meeting will focus particularly on the themes taken up in the two reports of the Director-General. The implementation report on Decent Work in Asia, Reporting on Results 2001-2004 responds directly to the conclusions of the previous ARM, which had called upon the Office to provide information on and evaluation of the follow-up to the conclusions of previous regional meetings, specifically on the progress made in the national plans of action for decent work.
Special session
A Special Session for Ministers of Labour will be held during the ARM. The proposed theme (to be confirmed) is skills development in the Asia-Pacific region. A note on this special event will be included in the Convocation Letter.
Side events
Side events on specialized themes can be proposed by ILO technical units in consultation with the regional social partners and Korean counterparts. Such proposals should be made to the ARM focal persons (listed below) for discussion with CABINET, the Regional Offices for Asia and the Pacific and the Arab States and Ministry of Labour, Korea. A final list of side events will be announced by the end of May.
Such side events are normally held outside the official schedule of the ARM. The technical units/organizations will have to be responsible for the logistics of the side events.
Documents
The implementation and thematic reports of the Director-General, which will serve as a basis for the debates, will be published in English, Arabic and Chinese (official translations) and also Korean (translation to be arranged by the country). In addition, two other technical reports in English will be made available during the ARM - a statistical report on Labour and Social Trends in Asia and the Pacific, and a technical report on Combating Child Labour in Asia and the Pacific: Progress and Challenges. Technical units wishing to display documents/publications/videos during the ARM will have to submit a list to the Regional Office and take individual responsibility for getting the documents, etc. sent to Busan.
Convocation
The Convocation Letter from the Director-General addressed to the Ministers of Labour will be sent out in May. In addition to the invitation to the country to be represented at the 14th ARM, the Convocation Letter will include the following annexes:
- Rules for Regional Meetings
- The draft programme of the Meeting
- The form for credentials
- A practical information leaflet (including relevant forms for travel arrangements, hotel reservations, tours, cultural events, transport, passports and visas, insurance, contact information)
- A Note on the Special Session for Labour Ministers
Financial arrangements
The travel and subsistence expenses of the delegates and their advisers are to be borne by their respective governments (article 1 of the Rules). The Government of the Republic of Korea has kindly agreed to cover the resultant additional administrative costs of hosting the meeting in Busan instead of Bangkok, as provided for in the ILO’s Programme and Budget allocation for 2004-2005. It has also agreed to work with the Office to make the necessary financial arrangements to facilitate the participation of member States that may face constraints covering the travel or subsistence expenses of their delegates.
Publicity and information sharing
The 14th ARM will have the key task of shaping the future regional agenda for decent work for women and men and guiding both ILO constituents and the Office in strategic planning, implementation, monitoring and evaluation. It is important, therefore, to raise awareness of and interest in the ARM.
