NOTIFICATION OF THE MINISTRY OF INTERIOR
      
Re: Safety in working with Machinery *

   By virtue of the provisions of Clause 2 (7)
of the Announcement of the Revolutionary Party No. 103, dated 16
March 2515, the Ministry of Interior hereby prescribe the welfare
on health and safety for the employees as follows:

GENERAL
                           
     Clause 1. In this Notification:
     
     "Machinery" means devices made up of several parts for the
purpose of generating energy, converting or transforming energy
or transmitting energy by means of the power of water, steam,
fuel, air, gas, electricity or any or many other energies
combined, and means to include flywheel, pulley, belt, shaft,
gears or others working in relation to each other and also
include machine tools.

     "Steam Boiler" means a closed container built for the
purpose of producing steam at much higher pressure than that of
normal atmosphere.

     "Employer" means the person who agrees to accept the
employee for employment by paying wages, and shall also include
the person assigned by the employer to act on his behalf. ln the
case that the employer is a juristic person, it means the person
authorized to act on behalf of such juristic person and shall
also include the person assigned to act on behalf of the
authorized person of said juristic person.

     "Employee" means the person who agrees to work for an
employer for payment in wages, regardless of the fact whether he
receives the wages himself or not, and shall include permanent
employee and temporary employee but not including an employee who
performs domestic services.

     "Permanent Employee" means an employee whom the employer
agrees to employ on a permanent basis.

     "Temporary Employee" means an employee whom the employer
agrees to employ not on permanent basis, but for the employment
of which the nature is occasional, temporary or seasonal.

CHAPTER 1:  GENERAL USE OF MACHINERY
                   
     Clause 2. The employer shall have the employees, working
with machinery,to wear helmets, gloves, goggles, masks, ear
plugs, rubber shoes or gears for the personal protection of other
parts according to the condition and nature of the work performed
and it shall be observed as the work performance rules of the
operation premises throughout the time of performance of work by
the employees. 
     Clause 3. The employer shall see to it that the employees
wear proper, tightened, untattered clothing. In case of working
with electricity, the employees shall wear the clothing which is
not wet.

     Clause 4. The employer shall see to it that the employee,
who has an unreasonably long hair and who fails to gather it up
or to do something with it so that it may be held together in a
safe manner or who wears other ornament in a manner which may
cause it to become entangled with any object, does not work with
machinery.

     Clause 5. The employer shall provide protective equipment
to prevent danger from machinery as follows:

      (1) All the machines, powered by electric current shall be
grounded to prevent the short circuit of the electric current
according to the Safety Standard against Electricity of the
National Energy Authority;

      (2) The machine, powered by electricity, shall be connected
to the main by the underground power lines or high overhead power
lines properly encased in the ducts, except for the case of using
the power lines of the type with special insulation;

      (3) The machine for pressing material by the use to
pendulum weight shall have such weight installed to it at a
reasonably greater height than that of the head of the
machine-operator in order to prevent danger occurring to him or
shall have a protective device made to ensure safety to the
employee, and no power line shall be located within the radius
of the pendulum weight;

      (4) The machine for pressing material by the use of foot
pedal shall be furnished with the foot rest and cover to protect
unintentional stepping on;

      (5) The machine for pressing material which is fed by hand
shall have the hand-protective device to prevent the hand from
getting into the main press or all arrangement for procuring the
material feeding device shall be made to replace the hand;

      (6) The machine, using the electric power to press or cut
material which is fed by hand, shall have two switches installed
with a distance between them which shall enable the operator to
make use of both his hands to switch on both of them;

      (7) The automatic machine shall have coloured mark of the
off-and-on signal at the automatic switch board according to the
international principles as we]l as the protective device to
prevent anything from hitting the switch board and causing the
machine to work unintentionally;

      (8) The machine, which transmits its energy by means of
shaft, belt, pulley, flywheel, shall have a steel colander for
the complete covering of the moving and power transmission part.
Should the moving or power transmission part be higher than two
meters it shall have steel colander or fence by not less than two
meters to surround it completely.

      The overhead belt with the speed or not less than five
hundred forty meters per minute or the belt with length of more
than three meters or the belt with width of more than twenty
centimeters or the chain belt shall have cover which can be
opened for repair;

      (9) The circular saw blade which is used with the machine
and which may endanger the operator, shall have cover for the
part of the circular saw blade which is higher than the floor of
the table or stand;

      (10) The machine, used as a device for sharpening, grinding
or toughing up metal surface, shall have means to cover up spark
or scrap metal during its operation.

     Clause 6. Before the installation or repair of the machine
or the danger preventive device of the machine, the employer
shall put a placard at the location of such installation or
repair and the poster shall be hung at the switch prohibiting the
switch-on operation of the switch.

     Clause 7. The employer shall attend to the employee working
on the mechanical equipment as follows:

      (1) Every day before bringing out the mechanical equipment
for use, all inspection shall be made to ensure that such
equipment is in the good-working condition and safety;

      (2) The driving mechanical equipment shall be in the
condition which will enable the operator to see behind him,
except there is a warning signal or there is someone cautioning
him by signal when the reverse gear is used to move backwards;

      (3) The operator shall not bring out the forklift, crane
or other lifting apparatus to work near the power line or
equipment with the electric current quite nearer than the safety
distance will warrant as prescribed in the electricity chapter
except:

       a) There is an insulation panel to block between the
electric current part and such mechanical equipment;

       b) Such equipment has already been grounded with the earth
wire in good and proper order;

       c) There is a good insulation cover, or
     
       d) The safety standard in the use of such equipment has
been applied in the same way as though there is still an electric
current.

     Clause 8. The employer shall not use or allow the employee
to make use of the mechanical equipment to operate longer than
the schedule prescribed by the manufacturer for such equipment.

     Clause 9. The entrance-and -exit path from the site of
operation of the machine with a width of not less than eighty
centimeters shall be provided by the employer.

     Clause 10. The employer shall make arrangements to see
clearly everywhere on the fence, enclosure or demarcation line
showing the danger zone at the site of the machine or the zone
which the machine is operating and may cause danger.

CHAPTER 2

     All of Chapter 2 shall be replaced. See Notification of the
Ministry of Interior Subject : Work Safety Connected with
Boilers.

CHAPTER 3:  PERSONAL SAFETY

                               
     Clause 19. The employer shall have the employees, who work
on the gas-welding operations put on the glare-reducing goggles
or face shields, leather gloves, rubber shoes and
spark-protective breastplates throughout the time of performance
of work.

     Clause 20. The employer shall have the employees, who work
on the whetting or sharpening Of metal by the whetstone, put on
the transparent goggles or face shields, fabric gloves and rubber
shoes throughout the time of their work.

     Clause 21. The employer shall have the employees, who are
on the lather work of metal and wood, the planning of metal and
wood, the cutting of metal put on the transparent goggles or face
shields, fabric gloves and rubber shoes throughout the time of
their work.

     Clause 22. The employer shall have the employees, who work
on the transparent goggles, put on the transparent goggles,
fabric gloves and rubber shoes throughout the time of their work.

     Clause 23. The employer shall have the employees, who work
on the tempering of metal, put on the rubber gloves and rubber
shoes throughout the time of their work.

     Clause 24. The employer shall have the employees, who work
on the spraying of paints, put on the fabric gloves and rubber
shoes throughout the time of their work.

     Clause 25. The employer shall have the employees, who work
on the lifting, moving and installing of the equipment, put on
the metal-heal shoes, leather gloves and helmet throughout the
time of their work.

     Clause 26. The employer shall have the employees, who work
on the control of the engines, machines or mechanical equipment,
put on the helmet and rubber shoes throughout the time of their
work.

     Clause 27. The employer may, for work of any nature for
which the employee cannot conveniently utilize the protective
personal safety equipment as prescribed in this Chapter. allow
the employee to suspend the use of such equipment temporarily for
such specific work.

CHAPTER 4:  PRESCRIPTION OF STANDARD FOR PERSONAL SAFETY EQUIPMENT

     Clause 28. The personal safety equipment mentioned in
Chapter 4 shall have the minimum basic requirements as follows:

     (1) Protective helmet shall not weigh more than four hundred
and twenty-four grams, made of non-metallic material and shall
be able to withstand impact of not less than three hundred and
eighty five kilograms. The interior shall be fitted with a
head-band made of leather, plastic, cloth or other similar
material at a distance of not less than one centimeter which
shall be adjustable according to the size of the user's head to
prevent the head from hitting against the interior;

     (2) The hair piece or hair net shall be made of plastic,
fabric or other similar material, which upon putting on or
wearing will be short as far as the neck;

     (3) The transparent goggles or face shield shall have the
lens or shield made up of transparent and distinctly seen plastic
capable of withstanding an impact while the frame of the goggles
shall be of light material;

     (4) Protective eye-pieces shall have coloured glass capable
of reducing the intensity of light to a level not hazardous to
the eyes. The frame shall be light and equipped with a light
shield of soft material;

     (5) Visors shall be made of coloured glass capable of
reducing the intensity of light to a level not hazardous to the
eyes. The frame shall be light and not flammable;

     (6) Ear plugs shall be made of plastic, rubber or other
material for insertion into both ears and shall be able to reduce
the sound level by no less than 15 decibels;

     (7) Ear muffs shall be made of plastic or rubber or other
material covering both ears and shall be able to reduce the sound
level by no less than 25 decibels;

     (8) The length of the leather gloves shall be long enough
to cover up to the wrist and cover all fingers;

     (9) The fabric gloves or any other material which is
comprised of the mixed metal foil, shall be long enough to cover
up to the wrist and cover all fingers.

     (10) The metal-head shoes shall have its nose covered with
metal and being able to withstand the pressure of not less than
four hundred and forty-six kilograms.

     Clause 29. This Notification of the Ministry of Interior
shall become effective after the lapse of one hundred and eighty
days from the date of publication in the Government Gazette.
