3.1 Purpose of the organization

• control compliance with the Labour Law, the Social Security Law, Social Welfare Law, and to any other legislation on labour and social welfare;
• set up inspection upon application of labour standards, requirements of occupational safety, health, and working conditions;
• supervise establishment and utilization of funds, loans, aids, and donations on social welfare;
• prevent occupational diseases and industrial accidents;
• report and resolve solve grievances, notifications, and disputes on labour relations;
• elaborate rules, recommendations, guidance on application of the Labour Law, the Social Security Laws, and organize training activities;
• report activities carried out by the labour and social welfare services at the local level;
• organize measures for eliminating violations, and advertise methods on safe working practices.

3.3 Activities related to occupational safety and health

• inspect facilities, machinery, equipment, protective clothing, etc. and to provide permission for their utilization;
• control and revise planned industrial construction projects and provide for permissions for operation;
• set up inspection on application of labour standards, working conditions and technical safety operation, with requirements of state standards, conduct measurement and make conclusions on working conditions;
• ensure compliance with legislation on occupational health;
• arbitrate decisions of Medical and Labour Examination Commission;
• collect and disseminate information on labour and social welfare;
• advertise labour and social welfare legislation through mass media, as well as provide training materials.
