The establishment and roles of a national tripartite sub-committee
on major hazard control for Thailand

Objective

        To provide the basis for a well-managed approach for establishing an effective national tripartite subcommittee on major hazard control for Thailand.

Steps for discussion

  • Divide the participants into four groups, each group consisting of government, private sector, academic, and NGO representatives.
  • Apply the 20-step major hazard control system in considering the issues below.
  • Discussion of the steps required in setting up a major hazard control system in Thailand:
  • identify three steps already successfully achieved;
  • identify three important steps for immediate future action;
  • develop a tripartite organization chart on major hazard control at the national level

MANAGEMENT ORGANIZATION CHART

 

        The table indicates the steps already undertaken by the Government and the private sector in establishing a national list of hazardous substances and threshold quantities, as well as identifying major hazard installations.

        All participants recommended the establishment of a national committee, the identification of a lead agency, review and assessment of national legislation, and organization of training programmes.

        In addition, the management organization chart must be consistent with measures on three levels:

1. National level

The participants propose to establish a national committee consisting of employer's and worker 's representatives and an implementing government authority under the major hazard control law. Moreover, OSH association and academic representatives should be involved in formulating the master plan, policy and strategy for controlling major accidents.

2. Ministerial level

A lead agency composed of competent government authorities—such ministries as Industry; Labour and Social Welfare; and Science, Technology and Environment—is needed to protect the welfare of workers, the general public, and the environment.

3. Provincial level

At the provincial level, the participants propose civil service control with a centre to coordinate and implement the master plan. The competent government authorities are also to provide rescue assistance.

Conclusion

        Efficient management of a major hazard control system in Thailand needs requires the establishment of a national committee. This committee is working by the relevant authorities to determine the master plan, to implement the strategy including with the co-sharing among the role of each relevant authority while major accident happens. All these factors are the most important to perform major hazard control sustainable successfully at the national level.
