Outcome of groupwork 2

Topic: Plan of action on safe and healthy work for home-based workers at local levels and suggestions for national policy development

  1. Identify priority target groups and priority areas for actions in your province. Who will do what? Develop a time framework and budget plan for concrete actions.
  2. Provide suggestions for national level action and policies for improving safety and health of home-based workers.

I. Bangkok group

Priority target groups and areas

Target:  Bronze ware (Chatuchak Area)
Artificial (paper) flowers (Nongjok Area)
Need: Knowledge - improve work system and self protection
Occupational health services (specialized doctors)
Timeframe: within 6 months
Budget: Approx. 10% from homeworkers
Loan sources:
- government (one million baht fund and cooperative fund)
- NGO - grants
- International organizations - grants
Roles: Homeworkers: awareness on and willingness to solve problems
Government: financial support and knowledge
NGO: financial support and knowledge
International Organizations: financial support and knowledge

Recommendations

  • Develop Handicraft Center (complete cycle) to conserve local wisdom/legacy, give training and at the same time, attract tourists thereby promoting tourism.
  • Government for labour legislation, provision of knowledge, research and study
  • Financial support from different sectors (Government, Private sector, International Organizations).

 

II. Chiang Mai Province group

  • Sewing group - textile/cloth products, weaving
  • Wood work - carving, umbrella wiring, ship model production
  • Paper flowers
  • Sa paper products
  • Agricultural food products

Recommendations

  • Accelerate legal protection to cover the informal sector
  • Arrange for volunteers on safety inspection in communities
  • Promote community participation by appointing safety committee in communities
  • Budget: if there are clear policies and implementation guidelines a budget allocation will be available.

 

III. Khon Kaen Province group

Priority target groups and areas

Target: 2001 Fishing net groups
2002 Sewing groups
2003 Chemical dyeing groups
Role (2001): Homeworkers' provincial office, DLPWW provincial office and NICE training of trainers.
Timeframe: May - September 2001
Budget: Office of Homeworkers, DLPWW

Recommendations

Organize TOT for multiple effect 2 groups / 30 persons per group / 2 days (budget B/50,000 per group).

 

IV. Payao Province group

Priority target groups and areas

Targets: Weaving : Chiangkham Area
Products from Weed: Amphur Muang
Sa Paper: Amphur Pong, Chiang muan Area
Rock mortar, Gem cutting: Amphur Muang
Problems: Chemicals, dust, and lack of group management
Budget (six months): 1. Training : 4 groups/ 30 persons per group/ 7 days
    Average expense: B/150 per person
    4 groups x 150 x 3 persons x 7 days = B/126,000
2.  Monitoring and evaluation:
    Average expense: B/3,000 per group
    4 groups x B/3,000 = B/12,000
    Total (1 + 2) = B/138,000
