Topic: Needs and support measures for home-based workers to improve

  1. What are the occupational safety and health risks of home-based workers in your perspective?
  2. Identify three priority needs for home-based workers to improve safety and health.
  3. Identify three existing good examples in Thailand to improve safety and health of home-based workers.

Outcome of group 1:

OSH risks

  • Deficiencies of machines and electrical equipment
  • Chemicals, poor lightning, heat, noise and dust
  • Lack of ergonomics, wrong postures, work stress
  • Lack of knowledge, carelessness

Priority needs

  • Awareness raising, and responsibility for safe work
  • Safety Protection Act as those in the formal sector
  • Expertise (doctor) in occupational health for accurate diagnosis

Good examples

  • Training by government authorities, keeping a health book
  • Subcontractor of Vieng-pa-pao sewing group provides protective supplies (for nose and ear); uniforms.
  • Chiang Mai grinding factory arranges health cards for people in the community.

Outcome of group 2:

OSH risks

  • Chemicals (adhesive, rubber, dust)
  • Equipment, machines i.e. metal sharpening, metal embossing, metal cutting machine etc.
  • Risks associated with the use of electricity
  • Lack of knowledge, and awareness
  • Working conditions - light, cramped working space and noise
  • Ergonomics i.e. incorrect posture, long hours, insufficient rest hours

Priority needs

  • Training and awareness raising
  • Provision of budget for safe working conditions
  • Expansion of legislation to cover homeworkers by Government

Good examples

  • Textile
  • study the process which is hazardous
  • consult and learn together
  • use protective clothing i.e. mask, glove, rubber boots
  • provide welfare to groups at provincial hospital
  • Paper flower (Sa paper)
  • check hazards resulting from paint, and odor
  • consult to solve problem (jointly assess risks)
  • Bronze ware
  • training on health and occupational hazards and risks
  • adjust posture and improve working conditions
  • improve work station, i.e. new electrical wiring

Outcome of group 3:

OSH risks

  • Machines / equipment not up to standard and not safe
  • Not enough lighting
  • No personal protective equipment
  • Long working hours
  • Chemicals
  • Production process with (high) risk
  • (High) risk in working behavior

Priority needs

  • Knowledge and awareness raising to change attitudes through :
    • dialogue among homeworkers
    • network of homeworkers
  • Self defence system
  • Accelerate legal coverage

Good examples

  • There are only those in the process of development
  • Toxic-free vegetable growing project
  • Weaving groups with natural dye in North and Northeast

Outcome of group 4:

OSH risks

  • Working conditions i.e. light, noise, heat, dust, chemicals etc. in sewing and seedling
  • Ergonomics :
    • postures at work
    • long working hours
  • Condition of machines and electrical systems :
    • obsolete, defective
    • no protective equipment
    • lack of maintenance and repair

Priority needs

  • Training and awareness raising on safety and health
  • Group management training on :
    • negotiating
    • accounting
  • Capital to improve and repair (equipment)

Good examples

  • Food preservation, FDA certified
  • Adjust working behaviour i.e. use a tool (tweezers) and not teeth and mouth in producing fishing net
  • Promote natural dye instead of chemicals
