3.2   The major chemical safety responsibilities:

Bureau of Pollution Control

Formulate policies, laws, regulations and standards on pollution control of water, air, noise, solid wastes, hazardous chemicals and vehicle, supervise their implementation and execution;

Work out comprehensive environment control and checking systems for rural areas, draw up for rural areas comprehensive environmental control checking methods, organize their implementation, direct the establishment of comprehensive environmental control model sites in rural areas;

Organize nationwide functional zone division of water, air and noise;

Formulate the water pollution prevention plans for state major basin, acid rain control zone and sulfur dioxide control zone, and supervise their implementation and execution;

Organize and implement the system of pollutant discharge declaration and registration, pollution source control and pollutant discharge permit, and supervise their implementation;

Organize and implement system of hazardous wastes permit and registration of imported and exported hazardous chemicals, formulate the list which state limits exported wastes and list of toxic chemicals

control, and be responsible for the hazardous wastes cross-border transfer and for check and approval of the imported and exported solid wastes;

Organize supervision and management of vehicle pollution;

Be responsible for coordinating work of implementing international conventions on environmental protection , and direct the work.

Division of Solid Wastes and Toxic Chemicals

Formulate policies, laws, regulations and standards on environmental management of solid waste, hazardous wastes and toxic chemicals;

Set up a system of risk assessment and registration for toxic chemicals (including pesticide) and hazardous solid wastes, and direct their implementation;

Be responsible for the registration and management of solid wastes and hazardous wastes, and pursue the system of report list of hazardous wastes transfer;

Formulate the list which state limits imported wastes and list of priority control of toxic chemicals;

Audit and approve the imported and exported solid wastes;

Be responsible for environmental supervision and management of chemical weapon handling.

Attend activities of Convention of Prior Informed Content Proceed and negotiation on Convention of lasting organic pollutant between governments.
