3.    Responsibilities and activities

3.1    The major responsibilities:

The National CIS-Center for China was founded in 1987. It is responsible for establishing and administering an information network throughout the country, for collecting, systematizing, and storing information on occupational safety and health, for providing strategic and policy-making information to the authorities concerned, and for providing extensive information services or scientific research and training. Its main functions are:

Collect all kinds of documents concerning occupational safety and health, and provide services for reader by computer;

Provide information retrieval services, selective dissemination of information, checking services for the register of research projects, scientific research achievements and consultation service for patent applications by means of traditional methods and by online retrieval system;

Collect and process information, including systematizing information for any special purpose;

Edit information on occupational safety and health, and undertake analyses of research projects and information investigation;

Disseminate information on occupational safety and health in the domestic and abroad by means of information network and other media;

Participate in and organize the activities of exchange information in the fields of occupational safety and health, and process the valued information from other countries and disseminate at home.

        China CIS Center organized national seminars of occupational safety and health information network
        (1993);
 
        The Center and ILO/FINNIDA Asia-Pacific Regional Programmeme jointly held the Workshop, the
        theme of which was development of an integrated national occupational safety and health system
        (1994);

        ILO/FINNIDA ASIA-OSH and National CIS-Center for China organized the training course on
        occupational safety and health information systems (1999).

World Occupational Safety and Health Information, six issues a year.
It is the first national magazine reporting occupational safety and health information from all over the world. Since its publication in 1994, it has at all times been aiming at reporting world occupational safety and health information and promoting domestic occupational safety and health work. It reports in a timely manner on the new trends of world occupational safety and health development, new practices of safety management, scientific and technical development, accident analysis and news both at home and abroad. The magazine is 4A-size with 36 pages.

The department assists the State Economic and Trade Commission in managing safety and health in chemical industries:

  • Carry out and implement state laws, regulations, standards and policies of safety production of chemicals. Draft and formulate safety standards and regulations in chemical industry;

  • Formulate current, medium and long-term programme for chemical safety production management, develop and promote safety technologies;

Comprehensive Research Division:
Its main business scope includes comprehensive information research and editing and publishing of China Chemical Industry Yearbook.

The main tasks are as follows: trace, monitor, study and report on developments and trends of countries and regions advanced in the chemical industry and multinational chemical companies; study issues of macro significance in the development of domestic chemical industry; analyze developments and trends of the domestic chemical industry.

Information Research Division on Organic Chemicals:
Main tasks include the collection, processing, study and reporting of information from the fields of organic chemical industry, refinery, synthetic materials, new chemical industrial materials and chemical industrial materials for the national defence.

The business scope is to provide the clients from home and abroad all kind of consultation services in the fields of chemical products, including:

Information of about 500 chemical products;

SDI tracing and retrieval of information of some chemical products;

Market investigation of chemical products and credit information of Chinese and foreign enterprises;

Providing medium information services for the products and import and export of technology of Chinese and foreign enterprises, especially chemical enterprises of middle and small sizes;

Hosting economic and trade discussion, technology exchange meeting and market discussion;

Providing diagnostic services for enterprises (including operation management, development programme, market location, technological routes and the development of new products);

Publishing various market surveys.

Information Research Division on Inorganic Chemicals:
Main tasks include the collection, processing, study and exchange of relevant information both at home and abroad.

The business scope covers chemical fertilizers and related raw materials, sulfuric acid, chlor-alkali (including products), soda ash, inorganic salts, coal chemical, chemical equipment and corrosion prevention, automation, environmental protection, safety and health and energy conservation.

Statistics Information Division:
Major functions and business scope formulates statistical survey plans and schemes as well as carrying out statistical survey tasks and providing the State Statistical Bureau and relevant departments with necessary data.

The business scope covers:
Conduct statistical survey of the petroleum and chemical industries according to the yearly and monthly statistical report systems designed by the State Statistical Bureau;

Strengthen the statistical foundation work and study and design uniform calculation methods of the chemical industry;

Enhance the quality of statisticians and conduct training courses in statitical business;

Implement the "Law on Statistics" and make inspection on statistical law enforcement;

Complete the work of China Chemical Intelligence and Information Association.

Information System Division (Beijing CHOICE Chemical Information Consultation Co.):
It is a high-tech unit conducting development and application of modern information technologies in the chemical industry and providing various information services. With the completion of a nationwide chemical information network system, the Division has become an information network service centre and information distribution center in domestic chemical sectors.

Journal Publishing Division:
The business scope of the division is to edit and publish chemical journals for nationwide and worldwide circulation and provide consultation services in the chemical industry for domestic and foreign clients.

Documentation Division:
It is an information service unit responsible for the collection, reporting and reading of scientific and technical documents in the chemical industry and related industries. It also provides information services such as inquiry, copying, translation and documentation consultation.

Chemical Audio/Video Publishing Centre (Audio/Video Division)
It mainly provides audio/video services for the chemical industry system and related sectors across China.

The business scope includes the following:
Shooting, editing and post-processing of audio/video products such as TV plays, special subject films, news films, documentary films, scientific and technical films, scientific and educational films, advertisements, TV programmes, MTV and KTV;

Dubbing of dubbed films and TV plays;

Copying and processing of video tapes;

Publishing and distribution of video tapes and electronic publications.

Distribution Division:
It is in charge of the information activities, subscribing and distributing journals and documents.

Assist the State Administration of Petroleum and Chemical Industries to organize the meeting on safe production in chemical industries;

Organize 1998 International Exhibition of Chemicals (the event to be organized once every two years);

Publish China Special with the USA.

c.     Research activities:

Undertake research on development strategy of multinational chemical companies in the 21st century;

Carry out comprehensive evaluation of scientific and technical achievements in the chemical industry during the eighth five-year plan period.

Provide the consulting services on chemical products, information retrieval, marketing survey, hotline response and so on.

Chemical Safety and Environment

It has developed Chemical Safety and Health News in 1988. It is only weekly magazine of chemical safety and industrial hygiene in China. The amount of distribution each issue has reached 15 000 copies. It will become a regular journal in 1999 and change the title into Chemical Safety and Environment (CN113936/TQ). It will still be a weekly 4A-size magazine with 16 pages. While retaining the original style, the contents will be readjusted to center around the strategy of the sustainable development of the national economy, extent the volume and coverage of safety and environment information, provide more detained analysis of accident cases and add information about use and management of hazardous chemicals, information on foreign experience in safety and health management, as well as new safety technologies and theories.

Chemical Fertilizer Reporter

It is first published in 1989. It mainly reports on principles, policies, regulations and instructions of the state and local governments in the development of the chemical fertilizer industry, experience in chemical fertilizer management, status of chemical fertilizers and their application in agriculture, new chemical products and new chemical technologies. There are 24 issues a year.

Chemical Fertilizer Market Weekly

It is first published in 1995. It is only magazine of an internal consultation nature in China mainly providing services for the chemical fertilizer market. It has won acclaim from many chemical fertilizer enterprises, agricultural departments and other relevant departments. It has provided various circles with a great deal of information on state policies of the chemical fertilizer industry and domestic and foreign trade activities and prices of chemical fertilizers, and played an important role in straightening out and revitalizing the domestic chemical fertilizer market and supporting the agricultural production.

Chemical Equipment and Energy News

It is a semi-monthly internal magazine first published in 1996. It is mainly intended to assist chemical enterprises in equipment, power and energy management. There are 24 issues a year.

China Chemical News

It is a weekly magazine of large-volume comprehensive information. It adheres to the principle of large chemical industry, larger markets and large science and technology and has the features of high quality, high density and high time effect. It reports in and all-round and comprehensive way on chemical policies, economy, science and technology, production, construction, market, supply and demand and prices both at home and abroad. Efforts have been made to enable the journal to become a staff officer in enterprise decision making, an assistant in market planning, a bridge in supply and demand linkage, and adviser in scientific and technical development and a friend in information consultation. It has 24 pages. There are 50 issues a year, published every Monday.

China Chemical Reporter (in English)

It is the first comprehensive English magazine of chemical industry in China. Since its publication in July 1990, it is at all times taken the promotion of economic and trade contacts between domestic and foreign chemical sectors and the linkage of domestic and foreign markets as its aim. It reports in a timely manner on the new development trends in China's chemical industry and introduces the new progress China's chemical industry has made in industrial policies, production and marketing, project construction, scientific and technical development and foreign market promotion. The A4-size magazine has 40 issues a year.

Modern Chemical Industry

It is a comprehensive monthly magazine of chemical industry. It has adhered to the principle of large chemical industry and all-round service and devoted itself to the transformation of scientific and technical achievements into productive forces. It mainly reports on new technologies, new processes, new boundary sciences and high-tech achievements in domestic and foreign chemical sectors. The main columns of the magazine include special papers and comments, technical progress, scientific and technical garden, market research, technical economics, management window, around the world and knowledge dissemination. There are 12 issues a year.

Fine and Special Chemicals

It is a comprehensive semi-monthly magazine of chemical industry. It mainly reports on the progress in production, science and technology, market and application of midstream, downstream and finished chemical products. The contents are comprehensive, informative and practical. It covers feed additives, food additives, paper-making chemical, leather chemicals, surfactants, water treatment agents, oilfield chemicals, textile dyeing and finishing auxiliaries, synthetic material auxiliaries, catalysis, bio-chemicals, functional materials, materials, comprehensive utilization of agricultural and side-line products, pesticides, dyestuffs, coatings, adhesives and pigments, as well as basic organic chemical raw materials and their intermediates. The A4-size magazine has 32 pages. There are 24 issues a year.

New Chemical Materials

It is monthly magazine of chemical industry. It mainly reports on the present status and future developments and trends of new chemical materials both at home and abroad, and introduces new ideas, new concepts, new products, new technologies and new uses in this field with a view to enabling readers to get a whole picture of the development trend of new chemical materials in the world and the progress in China and also acquire new knowledge and new nutrition. As new chemical materials are closely related to the pillar industries of automobiles, electronics, building materials and Petrochemicals, the high and new-tech sectors such as aviation, space flight and national defence, and various other sectors of the national economy such as machine-building, light industry, textiles and daily-use chemicals, the magazine will take the utmost care to provide good services for these sectors.

China Chemical Industry Yearbook (formerly World Chemical IndustryYearbook-China Chemical Industry) is composed of three parts:

China chemical Industry: It narrates the development and progress of China's chemical industry in the year of 1993, and the situation of 24 trades, capital construction, scientific research, technical and economic cooperation and exchanges, as well as China's import and export, tariff rates of chemicals, survey of China's chemical industry in 1994 and production target and work emphasis in 1995.

China Chemical industry Statistics: it includes 44 tables, involving in the output of 880 chemical products, as well as output of 210 chemical products of key producers, import and export of major chemical products of China, the import by provinces, and export by destination.

Since the establishment of China Chemical Industry Yearbook (CCIY) for over ten years, the Editorial Department of CCIY has accumulated a lot of materials and information. May databases including chemical manufactures, output, import/export, price of chemical products, joint venture and cooperative projects in China have been set up one by one. In addition, the Editorial Department of CCIY perpetually has a close relationship with several hundred authors, most of them are experts from various fields in the chemical industry.

Directory of Chemical Products and Producers in China

The Directory of Chemical Products and Producers in China (hereafter referred to as Directory) is a large retrieval reference book. The Directory is meant to give readers in a systematic way a complete and all round introduction of China's chemical industry-its chemical products and producers. It is, therefore, a useful book for people both at home and abroad, who are working in the fields of market consultation, product development, chemical production, business operation and investment, import and export trade of chemicals.

Since the first edition of this Directory was published, the data, including the names, the telephone numbers, and the products of the producers has changed a lot. In order to give readers the current status of chemical industry of china, we decided to publish the send edition of this Directory.

We keep the framework of the first edition, change some data items, and put additional data in this edition to meet user's requirements. Data given in this Directory are taken from the Database of Chemical Products and Producers in China, which updated timely. All data of second edition were renewed at the end of June in 1995.

The Directory with more than 1400 pages is composed of four parts:

Part one: Chemical Products

It provides about 15,000 chemical products, including chemical name, its code and the codes of the producers producing it. It is arranged in a way based on the classification of chemicals, which is divided into following 18 major categories in accordance with related regulations set by the former Ministry of Chemical Industry of China:

The indexes of all chemical product names with its codes listed in this Directory, given in alphabetical order.

Part four: Appendixes

The appendixes contain main companies and enterprises in China, engaged in chemical import and export, with name, address, telephone numbers and fax numbers.

Directory of Scientific and Technical Literature in the Chemical Industry

The Directory includes relatively complete scientific and technical literature in chemistry and chemical industry in Chinese and foreign languages in the form of abstracts, brief introductions, and titles.

Literature in Chinese included in the Directory mainly covers internal documents collected and stored by China National Chemical Information Centre and over 30 professional chemical information units under the former Ministry of Chemical Industry. The focus is on internal scientific and technical documents, meeting minutes, production experience summaries and feasibility study reports in the chemical industry.

Statistics of Main Chemical Products in China

It was first published in 1997. It is a supplement to "China Chemical Industry Yearbook" and also an authentic reference book for commercial consultation. It includes two parts of chemical statistical data: production, marketing and inventory of main chemical products and technical and economic indexes of the chemical industry. The first part covers over 1,100 varieties of chemical products and over 6,000 enterprises. The second part covers over 110 main chemical products, each with more than 10 parameters of production consumption.

Collection of National Scientific and Technical Achievements in the Chemical Industry during the Eighth Five-year Plan Period

It includes 5 000 national scientific and technical achievements in the chemical industry from 1991 to 1995.

Chemical Projects with Foreign Investment in China

It includes major chemical projects constructed with foreign investment in China from 1996 to 1998, and also chemical projects constructed in the same period in Asia-Pacific region.

It meets the needs of different chemical sectors and undertakes the collection, processing, storage and distribution of all kinds of chemical information. It also transmits the latest information to users in an efficient, timely and accurate manner through scanning, database online inquiry, electronic mail and electronic forum, and bridges the two-way contacts between China National Chemical Information Center and various online users and between users and domestic and international information systems.

It is a large and modern virtual electronic trading center of the Internet. It is a consultation center for information about supply and demand of chemical products, an exposition displaying complete images of enterprises and also an Internet distribution station for chemical commodities in trade.

Database of Chemical Products and Producers in China

It is a major database of the state established by the Division under the leadership of the Ministry of Science and Technology and the State Petrochemical Industry Bureau and with the support from chemical information centers of chemical departments (bureaus, companies) in various provinces, autonomous regions and municipalities. The database covers information of chemical products, information of producers and information of producers and information of chemical production in china. Since it was launched in 1986, it has experienced many years' expansion and already become a database system of chemical products including over 20,000 chemical producers, 19 categories and over 24,000 varieties of chemical products and over 60,000 pieces of chemical production information. It is a real-time database system of chemical products in china with the greatest number of chemical products and chemical producers. The database has the features of reliable information, accurate data, extensive coverage and excellent time effect. It reflects the basic production status of chemical products in China and is highly acclaimed by production enterprises, research institutes, institutions of higher learning and operating units, as well as foreign companies and foreign-funded enterprises.

Database of Chemical Products and Producers in China

It is one of the major databases for China National Chemical Information Center to provide consultation services for clients, and also one of the online databases provided by China Chemical Information Network. "Directory of Chemical Products and Producers in China" edited on the basis of the database has been published seven times in succession, and has become an authentic information reference book of chemical products and producers in China. Compared with similar domestic publications, it features novelty forms of information collection and reporting, complete varieties of products, accurate information of production enterprises and latest data of products and producers. Compact disks of "Database of Chemical Products and producers in China" is also available to users now.

Database for National Integrated Directory of Original Journals Published in Foreign Countries, Hong Kong and Taiwan in Chemical and Chemical Industry

The database includes 1,948 original journals published in foreign countries, Hong Kong and Taiwan in chemistry, chemical industry and related industries which have been subscribed by 229 domestic units in 1998. The title index of original journals and the title index of their Chinese translation versions are available for an easy inquiry of journals and their collectors.

Database for Titles of Scientific and Technical Documentation in Chemistry, Chemical Industry and Related Industries in China

To facilitate the inquiry of users, the Division has established a database in the form of titles for internal scientific and technical documentation in the chemical industry collected and stored by China National Chemical Information Center and various network members, and magnetic disks can be provided for users on a regular basis.

Summary of CNCIC

Established in 1959, the China National Chemical Information Center (CNCIC) is a comprehensive information research, service and computer application and development center of chemical industry directly under the State Petrochemical Industry Bureau. It is one of the eight units in the field of scientific and technical literature and information resources with the principal support from the State Commission of Science and Technology, and also one of the ten major research institutions of science and technology in the chemical industry system. The Patent Service Center, the International Exhibition and Exchange Center, the Audio/Video Publishing Center and the Energy Conservation Center within the chemical industry system are also managed by the Center.

CNCIC is staff with a highly qualified research body composed of over 300 competent professionals and covering all disciplines of the chemical industry, More than 100 of them are high-level research workers and experts having long years'

experience in information research and computer application in science, technology, economics, market and management in various chemical sectors. The Center has

more than 300 minicomputers, service computers and microcomputers, as well as advanced telecommunication and network equipment. More than 100 000 books and documents and nearly 1000 latest technical journals in Chinese and foreign languages are collected and stored in the library.

China Chemical Information Network has been established in the Center covering tens of thousands of users across China. It has also set up the most complete and most abundant database groups in the domestic chemical industry system which are interconnected with Internet to provide international on-line retrieval and consultation services for users. The Center publishes more than a dozen technical journals for nationwide and worldwide circulation, monographs and internal documents. These publications have provided a lot of useful and valuable consultation and research achievements to help in both macro decision-making and micro orientation and meet the need of domestic and foreign users. Quite a few achievements have been made in computer application technology of the chemical industry in the fields of system optimization, process control and simulation training.

The Center has been awarded dozens of state and ministerial scientific and technological prizes in the past ten years. It has proposed many valuable suggestions for the drafting of national development programmes and chemical industry development plans at various stages. It has also provided a lot of consultation services for chemical enterprises and institutions. The Center plays a significant role in the development of the chemical industry in China.

The Safety Technology Institute

Safety Technology Institute of the CNPC is the only domestic scientific research institute on petroleum safety technology. It is located in Dalian, a beautiful touring seaside city. Safety Technology Institute of CNPC was set up in 1986.
