Dear Sir,

It is my pleasure to invite your organization to be presented at the Thirteenth Asian Regional Meeting convened by the International Labour Organization, which will take place in Bangkok, Thailand, from Tuesday, 28 to Friday, 31 August 2001.

The Rules for Regional Meetings, approved by the ILO Governing Body at its 267th Session (November 1996), will govern the powers, functions and procedure of the Thirteenth Asian Regional Meeting.  A copy of these Rules is enclosed.

Details on the venue, agenda, composition and order of business of the Meeting, as well as practical information, are given below.

Agenda of the Meeting

Regional meetings are intended to provide a forum for tripartite delegations to discuss an agenda item concerning the ILO's regional activities.  The Report of the Director-General, which will serve as a basis for discussion at the Meeting, will be sent to you in July.  It will also be available from that date on the following website: <http://www.ilo.org/bangkok>.

In his Report, the Director-General will review ILO activities in the region over the last four years.  The Report will focus centrally on defining the principal technical and policy issues arising from the decent work agenda, to allow delegates to discuss these from their specific perspectives, indicating to the Office the activities and orientation which they feel the ILO should prioritise in Asia and the Pacific.

Order of business of the Meeting

The Meeting will open at 11 a.m. on Tuesday, 28 August 2001.  The Groups will meet at 9 a.m. to coordinate their respective positions regarding the points raised in the Report of the Director-General. Group meetings will also be held on the following days, as the need arises.

The discussion of the Director-General's Report will begin on Tuesday afternoon and will continue on the following days. The Meeting's report and conclusions will be adopted on Friday, 31 August, after which there will be a brief closing ceremony.

In view of the limited time available, the Rules provide for a time limit of interventions of five minutes, except if the Meeting otherwise decides (article 9.6). In any event, speakers are urged to make their interventions as brief and as to the point as possible, reducing complimentary remarks to a strict minimum.

Working languages

The Report of the Director-General will be published in English, French, Russian, Arabic and Chinese and the conclusions and/or resolutions submitted for adoption will be produced in these five languages also. Simultaneous interpretation will be in English, Russian, Arabic and Chinese. The report of the Meeting will be published in English only.

Flight and hotel reservations

Bangkok is a prime tourist destination at all times of the year. It is therefore essential that flight and hotel reservations be made as a matter of urgency. A credit card number or deposit will be required by the hotel at check-in.

A list of hotels which have been contacted and from which you may wish to choose is attached to this letter. Participants are however particularly recommended to stay at the Imperial Queen's Park Hotel, so as to avoid travelling within the city, which traffic congestion frequently renders arduous. No shuttle service will be provided between the Imperial Queen's Park Hotel and the other hotels.

In order for all accommodation arrangements to be made efficiently, please complete the attached hotel reservation form.  Reservations will be confirmed as the ILO Regional Office in Bangkok receives the forms, which should be sent as soon as possible to:

Transport between the airport and city centre

For approximately Baht 650 (roughly US$ 16 at the current rate of exchange), a 24-hour limousine (Luxury automobile) service can be booked in the arrival hall of the airport. Metered and non-metered taxis are also available.

Passports, visas and health regulations

Participants should ensure that they have the necessary passports and/or visas required for entry into Thailand and for any other country they have to transit.

They should also enquire about the health regulations for Thailand and other countries they have to pass through, and should obtain the necessary vaccinations and certificates

Insurance

Participants are advised to obtain insurance coverage either at their own, or their organization's expense, against costs arising out of sickness, accident (including particularly the cost of medical attention), temporary or permanent disability, death and third-party risks, covering the entire duration of the Meeting and travel time.

Luggage

Enclosed you will find a number of luggage labels. It is recommended that these labels be attached to all luggage so that it can be easily identified at the airport, thus facilitating entrance formalities.
