Preparation of occupational skill standards (OSS), the conduct of tests and certification are basic functions of national skill development programmes. The programmes unify institutional and non-institutional skill development programmes through the skill testing and certification system, using OSS, and provide a measure of the levels of skills in the labour market. This basic task has proved difficult for most developing countries in the Asia-Pacific region. This publication claims to be a modest effort to assist national programmes of OSS, testing, and certification. It is based on the discussions held at the ILO/APSDEP Regional workshop on "Review of Current Status of Occupational Skill Standards, Testing and Certification", Chiba, Japan, March 1992. It is hoped that the publication will enhance the awareness of the need to formulate and implement programmes of OSS, testing and certification.
