Who we are

The ILO is a specialized agency of the United Nations. Its members are governments and employers’ and workers’ organizations. The primary goal of the ILO is to promote decent and productive work for women and men, including those with disabilities, in conditions of freedom, equity, security and human dignity

AbilityAsiaPacific (AP), the ILO's Regional Disability Programme, located at its Regional Office in Bangkok, works in collaboration with the Global Disability Programme in Geneva, regional ILO officials, and international organizations that share its goal of creating decent work opportunities for disabled persons. In keeping with the ILO's tripartite approach, the AbilityAP Disability Programme also works actively with governments, employers'and workers' organizations, as well as the private sector and civil society organizations, especially organizationsof and for disabled persons, to increase the vocational training and employment options of people with disabilities.

In the Asia Pacific Region the ILO provides technical support to policy makers and social partners in the design and implementation of vocational rehabilitation policies and programmes that promote the ILO approach. The principles of non-discrimination and equal opportunity and treatment of disabled workers are the basis of this approach. ILO Convention concerning the Vocational Rehabilitation and Employment (Disabled Persons), 1983 (No. 159), Recommendation No. 168 and Recommendation No. 99 articulate these principles, related standards and suggested practice.

Specifically, the AbilityAP programme is deigned to:

  • Develop positive attitudes and actions regarding the training and employment of people with disabilities through consultation, advocacy and promotional activities
  • Increase the knowledge base about vocational rehabilitation laws, policies and practices through research and information dissemination
  • Develop skills and examples of good practice through training and technical cooperation activities with our constituents at regional and country levels.
