An ILO Research Project: The Status of Training and Employment in the Region

With the end of the Decade of Disabled Persons, 1993-2002 and in anticipation of its extension, the ILO initiated a 14-country research study. In most countries, the ILO commissioned in-country consultants to complete the study according to a prescribed protocol (see the full research protocol). The purposes of the study included:

  • Documenting the current state of employment and training for people with disabilities, which can then serve as baseline data for current and future analyses; and
  • Informing participants of the ILO technical consultation in January 2003.

Each of the studies is a snapshot of the status of the country's development with regard to policies and practices related to the training and employment of disabled persons. Both the research protocol and the studies are organized according to the following format:

  • Part One: Country Overview
    A brief overview of the country, which provides a context within which to consider the employment and training of people with disabilities.
     
  • Part Two: People with Disabilities-Definitions, Data and Situation
    Basic information about people with disabilities, including common definitions used in country, statistics, barriers they face to full social participation, and how they are organized.
     
  • Part Three: Legislation, Policies and Institutional Structures
    Information about the legislation, policies and institutional framework for implementing laws and policies related to people with disabilities, with particular attention to training, employment and vocational rehabilitation issues.
     
  • Part Four: Education, Vocational Training, Employment and Self-employment Services for People with Disabilities
    A description of both mainstream and disability-specific educational, training and employment service systems that implement policies or deliver services, and which includes, if available, quantitative and qualitative data.
     
  • Part Five: Employment Opportunities for People with Disabilities
    A description of available employment opportunities for people with disabilities and, when available, data describing their participation levels.
     
  • Part Six: Employment-Promotion Initiatives Involving Social Partners
    A description of specific activities and services directed to employers and trade unions, and partnership programs between these social partners and governments and NGOs.
     
  • Part Seven: Summary and Future Directions
    A brief summary of data in relation to the original Decade of Disabled Persons, 1993-2002 Training and Employment Targets for Action, as well as in-country recommendations for future activities.
