Our Activities : ILO Technical Consultation on Vocational Training and Employment of People with Disabilities in Asia and the Pacific14-16 January 2002 The International Labour Organization's Regional Office for Asia and the Pacific, in collaboration with the Ministry of Labour of the Government of Japan, organized a Technical Consultation on Vocational Training and Employment of People with Disabilities in Asia and the Pacific. The Consultation was held in Bangkok, Thailand from 14 to 16 January 2003. The overall purpose of the meeting was to review the status of training and employment of people with disabilities within the context of Vocational Rehabilitation and Employment (Disabled Persons) Convention (No. 159), 1983, the ILO Code of Practice on Disability Management in the Workplace, and the training and employment targets outlined in the Biwako Millennium Framework for Action Towards an Inclusive, Barrier-Free and Rights-Based Society for Persons with Disabilities in Asia and the Pacific. The Framework was adopted at the High-level Intergovernmental Meeting to Conclude the Asian and Pacific Decade of Disabled Persons, 1993-2002 held by the Economic and Social Commission for Asia and the Pacific (ESCAP) in Otsu City, Shiga, Japan 25-28 October 2002. The meeting provided a forum to discuss the critical issues related to the training and employment of disabled persons in the region. On the basis of presentations, group discussions, and information provided through ILO-commissioned research papers and examples of good practice, the meeting resulted in overall recommendations for regional activities and in-country action plans to implement the Biwako Millennium Framework. Participants included representatives from governments and workers' and employers' organizations from 14 countries, as well as from country level and regional disabled persons’ organizations. The participating countries were: Australia, Cambodia, Peoples’ Republic of China, Fiji, Hong Kong (SAR), India, Indonesia, the Islamic Republic of Iran, Japan, the Republic of Korea, Mongolia, Sri Lanka, Thailand, and Viet Nam. In preparation for the meeting, the ILO commissioned country level studies with regard to the status of training and employment in the region.
