Reforming the Business Environment for Small Enterprises in Syria: Challenges and Recommendations

This report is based upon research on assessing the small enterprise environment conducted in Syria from April to December 2007. The primary objective of the research was to understand the existing legal, regulatory and administrative frameworks in Syria, and the way they affect start up and growth of small enterprises. The goal was to assist the Government of Syria and the Ministry of Social Affairs and Labour to identify and prioritize areas of reform for creating an enabling enterprise environment for employment growth and poverty alleviation.
