This glossary was prepared as a compendium to the publications from the regional initiative on “Gender Equality and Workers’ Rights in the Informal Economies of Arab States”, and complements the country case studies (Lebanon, Syria, West Bank and Gaza Strip, and Yemen), the regional overview, and policy briefs. It aims to compile up-to-date definitions of key concepts relevant to the discussion generated by the regional initiative from the most authoritative sources, for use by government agencies, workers' and employers' organizations, research and academic institutions, non-governmental organizations and international agencies working on development, employment, gender equality and workers’ rights issues in the region.

Subject: The regional initiative of the International Labour Organization (ILO) and the Centre for Arab Women for Training and Research (CAWTAR) aims to bring the global knowledge and learning on employment in the informal economy into Arab States, and mainstream Arab States into the global discussion through evidence, data and analysis. It consists of three interlinked components: research, knowledge sharing and awareness raising. It adopts the concept of informal employment to refer to the characteristics of jobs rather than those of the economic units. Furthermore, a gender equality and workers' rights perspective is applied to the analysis of informal employment in select Arab States (Lebanon, Syria, Yemen, West Bank and Gaza Strip, Jordan, Egypt and Tunisia).

Subject: PrEA play an important role in the functioning of the labour market. With
the adoption of ILO Convention No. 181, Private Employment Agencies Convention,
1997, PrEA are now more positively recognized. Th e same Convention sets
the general parameters for the regulation, placement and employment of workers by
these agencies. Th rough this Convention, ILO seeks to assist its member States to
establish clear policies, legislation and implementing mechanisms for the eff ective
registration and licensing of PrEA, thereby helping them play a constructive role in
contributing to a labour market free from exploitative conditions.

Subject: Domestic workers, the majority of whom are women, constitute a large portion of today's migrant worker population. As part of the international trend of feminization of international labour, much of this work remains invisible in national statistics and national labour legislation. It is not certain whether the increasing participation of women in international migration provides them with a decent wage, good working conditions, social security coverage and labour protection. It is therefore important to provide more attention to the labour situation of the growing number of women migrant workers.
