INSTITUTO COLOMBIANO DE DESARROLLO RURAL - INCODER (Colombian
Institute of Rural Development)
The mission of the Colombian Institute of Rural
Development consists in facilitating the access to productive
factors, strengthening territorial entities and their communities
and promoting the articulation of institutional actions in the
rural environment in order to contribute to improving the livelihoods
of rural people through mechanisms that may foster decentralisation,
integrity, equity and sustainability.
The focus is on Social Rural Productive Development
through the social ordering of property, inter- and intra-sectoral
coordination processes and the articulation of participatory processes
of institutional, regional and local planning. Interventions aim
at identifying and consolidating rural development focal points
as a framework of productive, economic and social integration.
The institution's objectives also imply promoting
access to land and other productive factors, dissemination of
production alternatives, financial resources management and community
participation through the rural society by means of strengthening

INSTITUTO NACIONAL PARA EL DESARROLLO DE CAPACIDADES DEL SECTOR
RURAL A. C. - INCA Rural A. C. Mexico (National Institute for
skills development in the rural sector)
INCA Rural A.C. is a Civil Association established
in November 1973 as an enterprise of State majority participation
working as a division of the Secretary of Agriculture, Livestock,
Rural Development, Fisheries and Food (SAGARPA, in Spanish).
This institution is oriented to the design, execution
and assessment of intensive training programmes of national scope,
giving top priority to towns and regions with high poverty levels.
It aims at developing capacities in vocational services providers,
rural development coordinators, priority groups, social organisations,
enterprises, federal, State and local public servants so as to
identify opportunity areas and implement development programmes
that may improve productive, commercial, organisational and entrepreneurial
processes.
INCA Rural bolsters and coordinates processes
of participation, non-formal education, training, updating, assessment
and certification that may ensure educational quality and produce
integral rural development. Interventions focus on the development
of rural entrepreneurship and the consolidation of rural social
capital by promoting active participation and network integration.
Another main objective is the dissemination of
public rural policies through information and training processes
that may both facilitate their application and build information
and dissemination networks and channels.
