Brazil

NATIONAL RURAL TRAINING SERVICE (Servicio Nacional de Aprendizaje Rural) - SENAR

It is a parastatal institution under private law, linked to the National Confederation of Agriculture, directed by a Tripartite and Joint Deliberative Council and integrated by representatives from the government, rural landowners and workers with an equal number of members.

SENAR's objective is to organise, administrate and execute Rural vocational training (RVT) throughout the country together with the Social promotion (SP) of youth and adults and men and women who carry out activities in the rural environment.

SENAR offers advice to employing entities to devise and implement on-the-job training programmes and spread Rural Vocational Training methodologies. In the same way, it coordinates and supervises the execution of Training programmes and projects and it provides the federal government with advice in terms of Rural Vocational Training and Social Promotion. Apart from offering advice to the small producer it seeks to bolster rural population's interest to remain in the rural environment and improve their level of production.

Rural vocational training activities are developed at different rural production sectors and actions are executed in places that are closely related to real working situations. Therefore, participants play a major role since the main methodological principle focuses on the need to act through an educational process where practice becomes a key element for learning.

Colombia

NATIONAL TRAINING SERVICE (Servicio Nacional de Aprendizaje) - SENA

The National Training Service (SENA) carries out the State's function of investing in the social and technical development of Colombian workers by offering and executing free Comprehensive Vocational Training and continuing training services for the integration and development of individuals in productive activities that may contribute to the social, economic and technological development of the country.

Among the programmes and interventions of SENA in the rural sector, the Occupational Training Programme for Rural Youth stands out. It develops a large variety of training courses related to the agriculture, livestock, fishing and agro-industrial sectors, through interventions that build alliances with governments, city councils and the private sector. The aim is to focus, co-finance and ensure settings where practice will take place during the training process and also to facilitate labour relationships among the programme's beneficiaries".

Furthermore, the Centros Provinciales de Gestión Agroempresarial (Province Centres of Agro-entrepreneurial Management -CPGAE) are spaces where resource management of State policy instruments is given dynamism; businesses are made and comprehensive technical assistance is guaranteed (http://www.centrosprovinciales.org/). Their objectives focus on training and stimulating the special areas demanded by the productive sector by incorporating new technologies, creating self-employment, encouraging technological innovation and development and promoting applied research to improve productive sectors' competitiveness. Furthermore, conservation and sustainable usage of environmental goods and services are promoted, as well as the strengthening of local democracy.

Among other programmes that work on the rural sector, guidance is provided to micro, small and medium-sized enterprises (MIPYMES) and vocational training programmes are implemented for rural women.

Costa Rica

NATIONAL TRAINING INSTITUTE (Instituto Nacional de Aprendizaje) - INA

The National Training Institute develops vocational training activities in every sector of the economy with the aim of promoting economic development and contributing to the improvement of life and labour conditions of the population in Costa Rica. This implies organising and coordinating the National Vocational Training System of all economic sectors in the country, designing and executing programmes and projects that may ensure an internal and external quality management of INA's services, etc.

The Núcleo Agropecuario (Agricultural Focal Point) is the technical and teaching unit in charge of research concerning vocational training, design and assessment needs of training programmes, as well as the execution of training and technological transference actions of the Agricultural Sector throughout the country.

The Núcleo Agropecuario supports its activity in six main focus areas, each of them being derived from the corresponding Subsectors (Plant production, Animal production, Agricultural machining, Business management for the Agricultural Sector, etc.). In addition, National Specialisation Centres (formerly called Technological Units) were created as a result of the relevant technological management process developed as an answer to the qualitative and quantitative demands of training, both actual and potential, according to the different agricultural productive sectors. The aim is to increase continuing competitiveness and productivity in the Sector in question.

Among the services offered by the Núcleo Agropecuario the following should be mentioned: technical assistance through training and advisory programmes to improve the competitiveness of PYMES and also the design, creation and execution of programmes that aim at improving business management.

Ecuador

ECUADOREAN OCCUPATIONAL TRAINING SERVICE
(Servicio Ecuatoriano de Capacitación Profesional) - SECAP

The activities carried out by SECAP focus on training the personnel on duty or the one that is about to enter the organisation and they are oriented towards the development of abilities and skills to perform efficiently in real jobs of different economic sectors. In order to do so, it engages in training activities for workers and instructors, it coordinates activities with enterprises, it runs updating courses for workers in their areas of competence and it does research together with other public and private institutions.

In the Agroindustrial and Industrial sectors, the Institution is involved in 12 activity areas, such as: metal-mechanic, automobile mechanic, electricity and electronics, building, wood and furniture, leather and footwear, heavy road equipment, agricultural machinery, industrial garment and crafts, textile, graphic arts and agribusiness. In commerce and services attention is drawn to 3 areas: management, finance, trading, services and information technology.

Through the programme Popular Training, the Institution has expanded its scope of intervention, by assisting the marginal urban and rural sectors. This programme prepares labour force in semi-skilled crafts occupations that may bring about the self-generation of employment.

Moreover, it runs programme "Entrepreneurial development" through processes of Entrepreneurial Consulting and Advisory Services, Technical Assistance and Systemic Training after carrying out the Diagnosis of Training Needs and implementing the design of training actions, basic training courses for supervisors, managers and executives in entrepreneurial management for the small, medium-sized and large enterprises.

Mexico

SECRETARY OF LAOBUR AND SOCIAL SECURITY (Secretaría del Trabajo y Previsión Social) - STPS

Through the support to agricultural workers, the Secretary of Labour and Social Security designed a free training service with the aim of finding safe employment alternatives for this group of workers in their own country and increasing their possibilities of finding a job.

To achieve this, agricultural workers are offered training, support to look for employment in agricultural areas where workers are required, and financial support to aid participants with transport from their place of residence to the agricultural areas where they will be hired.

Once the working season ends, beneficiaries will receive financial support to go back to their place of origin. Support will only be granted once a year.

Panama

NATIONAL VOCATIONAL TRAINING INSTITUTE (Instituto Nacional de Formación Profesional) - INAFORP

The National Vocational Training Institute of Panama was created to offer support to plans, strategies, objectives and goals of socio-economic development of the country in terms of human resources training and lifelong learning, according to the technological progress of the entrepreneurial sector and the labour market.

These are some of its main functions: organising and maintaining a national system that may ensure vocational training, doing research, studying and planning vocational training actions that have priority, strengthening actions coordinated with other State bodies or institutions, granting vocational training certifications, etc.

With the aim of facilitating the entrance of Panamanian men and women in the labour market and turning them into self-managers of micro, small and medium-sized enterprises, INAFORP promotes a national system of vocational and occupational training that may encourage the development of training activities in connection with the needs of the labour market, both in urban areas and the rural sector. This is done in collaboration with other State entities (education, labour, environment, agriculture) and non-governmental organisations, among others.

In the area of technical agricultural training there are courses on plant production, animal production, agricultural machinery and agricultural production. Furthermore, among the main achievements of the institution, there has been an increase in the number of Educational Farms that provide training to families that belong to the communities where there are the Farms of the Sustainable Human Development Programme promoted by the government in rural areas, which is oriented to the country's most deprived population.

Peru

NATIONAL SERVICE OF OCCUPATIONAL TRAINING IN INDUSTRY (Servicio Nacional de Adiestramiento en Trabajo Industrial) - SENATI

The National Service of Occupational Training in Industry (SENATI) is a vocational training institution that has the purpose of developing human skills for the productive and satisfactory performance of the vocational occupations involved in manufacturing industrial activities and installing, repairing and maintenance tasks.

It is a private management institution that offers vocational and occupational training, as well as technical, advisory and consulting services to contribute to the development of the national industry and promote a culture of work, everything according to international quality standards and environment care and strengthening human values.

SENATI has established vocational and occupational training programmes at different levels: Operational Technician, Middle Technician and Higher Technician and its training activities are oriented to entrepreneurs and personnel of small and micro enterprises of the following occupational fields: metalmechanic, garment, dairy products, fruit and vegetable processing, bakery and confectionery, meat products, fur, footwear, agribusiness, business management and fishing.

Uruguay

NATIONAL EMPLOYMENT BUREAU (Dirección Nacional de Empleo) - DINAE

The National Employment Bureau is an executive unit of the Ministry of Labour and Social Security of Uruguay and its mission is to develop actions that may help to make economic growth compatible with good-quality job creation and to generate active employment and vocational training policies that may ensure continuing and efficient training of the labour force as well as the development and competitiveness of enterprises and workers.

Its main objective is to carry out research, guidance and training actions that may facilitate labour insertion of workers with unemployment problems and improve the quality of vocational training. In order to achieve so, the intention is to coordinate actions with workers, entrepreneurs, government and organisations so as to provide answers to the needs of such sectors. Therefore, the National Employment Board (JUNAE), integrated by the PIT/CNT, Entrepreneurs and Government, together with the financial support of the Labour Retraining Fund, has launched a series of programmes in order to address the needs of those sectors with greater employment difficulties.

Regarding interventions in the rural sector, the Labour training programme for rural workers is executed by an Agreement made between MEVIR and DINAE (with funds from the Labour Retraining Fund) and is oriented to improve the labour situation of rural workers by means of training actions designed according to the employment needs detected in each area.

The Programme seeks to cater for the local demands of dependent manpower training (due to lacks in the available offer or because of the appearance of new production modalities, techniques and categories). In addition, it promotes the acquisition or improvement of technical knowledge that may result in better self-employment opportunities and the use of appropriate technologies to favour productive adjustment. It further invests on training as a way of creating new job posts within a framework of small-scale productive projects supported by the use of the Rotation Fund of MEVIR, which is meant for rural workers.

Activities are carried out with the participation of local population organised in MEVIR Support and Participants commissions. Other interested local organisations and institutions also take part in the activities.

COUNCIL OF TECHNICAL AND VOCATIONAL TRAINING
UNIVERSITY OF LABOUR OF URUGUAY - UTU

Uruguay's Polytechnic Schools (UTU) have the institutional objective of providing basic and intermediate technological education, catering for the needs of human resources training through technical certification at an intermediate or higher level or by means of training, updating or improvement actions and enabling the access to higher education studies. Some of its most important functions are: complete education on manual and industrial technical knowledge, complementary education for workers, applied arts education and contribution to the improvement of existing industries and the assessment of technical competencies.

Among its training activities in the Rural area, there are several Middle Vocational Education courses, Higher Vocational Training courses and short training courses. A course that stands out among the rest is the Rural Technological Upper Secondary Education. It is a three-year educational offer that has a reasonable equivalence with upper secondary education diplomas and is attended at rural schools where the contact with agricultural technology favours the achievement of appropriate learning standards. In addition, its curricular content adds a rural technological complement that facilitates a better progress towards university and higher education studies (School of Agronomy, Veterinary Science, Sciences and UTU Technical Courses).
