Argentina

Programa Jóvenes emprendedores - Fase II (Programme Young entrepreneurs - Stage II)
This programme was implemented jointly by the Government of the City of Buenos Aires, the Ministry of Education and the Ministry of Industry and Trade. Its objective is to organise and train rural sector youth for associated self-employment in the agricultural, food, industry and tourist sectors, and production services. The programme started in January 1997.

Its goals are the generation of youth's competencies for their employability, by developing their entrepreneurial ability to broaden self-employment opportunities and the implementation of their own entrepreneurial management project. At the same time, it seeks to promote new micro-enterprises among technical graduates by providing institutional support and bolstering the development of economically sustainable projects. Finally, it intends to increase the productive and technological abilities of micro and small enterprises by an integral system of training, assistance and ongoing institutional support.

Programa Primer Paso (First Step Programme)
In the framework of the agreement "Por una ciudad competitiva" -that gathered five public and private universities, the Ministry of Production and Labour of the Province, the Agency for Economic Development of Cordoba, and the "Fundación de Empresas para la Excelencia" - a Diagnose System of Human Capital was offered to a group of 300 SMEs that took part of the Programme. It permitted the identification and systematisation of the training needs of each enterprise.

Programa CAPACITAR ("Train" Programme)
"Capacitar" is a labour training programme that comes directly under the National Bureau of Labour Training, Secretary of Employment of the Ministry of Labour, Employment and Human Resources Training. The intervention strategy seeks to prepare youth for independent work, either by micro-enterprises or self-employment.

Dominican Republic
Secretaría de Estado de Trabajo (SET)

The State Secretariat of Labour (SET), through the National Employment Intermediation Service, creates a "Virtual Workshop about how to create your own enterprise". This Secretariat holds a consultancy and training programme in order to promote the development of entrepreneurial competencies in the field of micro enterprise of workers and professionals.
The "Virtual Workshop about how to create your own enterprise" is offered in the framework of this programme. However, if preferred, it can be done by a classroom attendance follow-up organised by the National Intermediation Employment Service.

The idea is to offer an instrument so that the student becomes aware of the creation mechanisms of micro enterprises and, at the same time, develops his/her personal, methodological and social competencies which are essential to enter the labour market as a micro-entrepreneur. Therefore, the objective is that he/she achieves the necessary conditions to create his/her own micro enterprise.

According to the management plans for 2005, the Secretary suggests working with sectors from the Informal economy, Vulnerable sectors, Micro, Small and Medium-sized enterprises("Trabajar con los sectores de la Economía Informal, Sectores Vulnerables, Micro, Pequeña y Mediana Empresa"). The action will start by making an account of each sector and later carrying out the corresponding measures to provide training to the different sectors.

(SME Contact)
This site is managed by the Government of Mexico and it offers information to small and middle-sized enterprises of several sectors of the economy such as industry, service and trade. CONOCER supports these institutions regarding training, technology transfer and advice and management assistance. The support programmes to SME are carried out by the coordination and action of several public and private as well as national and international institutions.

Guía Contacto PyME (SME Contact Guide)
was created in order to provide a brief explanation of the information, programmes, services and benefits offered by SME Contact through its five areas: training and technological innovation, business opportunities development, information, exports, promotion.

Some of the most relevant programmes are:

- Programa de Apoyo al Desarrollo Artesanal (PROADA)
This programme promotes, both at a national and international level, the trade of Mexican art crafts by supportive means that contribute to improve the conditions of competitiveness of crafts. It provides advisory and technical assistance to craftsmen in the following aspects: design, productive processes, packing, costs and image.
- CENTRO - CRECE
The Regional Centre for Entrepreneurial Competitiveness (CRECE) is the integral consultancy and training network created to support micro, small and medium-sized enterprises. It offers support in the following areas: management, finance, production, market and human resources.
- PROMODE
The Entrepreneurial Training and Modernisation Programme provides support to entrepreneurs, producers or traders who wish to improve a particular area of their business or begin operations. It offers free courses and teaching materials.
Its goal is to promote the competitiveness of micro and small enterprises by fostering training and the remodelling of buildings, as well as to give support to people who are interested in setting up a new business.

"Rentabilidad económico-social de los clusters de innovación" (Socio-economic profitability of innovation clusters) XVI ADIAT Congress. Secretary of Economy.
This document analyses the importance of innovation clusters as a way of achieving a better trade development of small and medium-sized enterprises by adding a higher aggregate value to the products. There is an account of successful experiences, implemented both in developed countries and in Mexico.

Portal México emprendedor (Web site "Mexico Entrepreneur")
The goal of this Web site is to provide information regarding programmes and support lines offered by the Sub secretary of Small and Middle-sized Enterprise and other institutions for the beginning and management of enterprises; and to function as a link among the different actors involved in the creation of enterprises in the country.

EL FONDO PYME
The "Fund for the Support to Micro, Small and Medium-sized Enterprise" (FONDO PYME) is an institution that gives assistance to enterprises, particularly to those of a smaller size and entrepreneurs, with the purpose of promoting national economic development. This is done by granting temporary support to programmes and projects that foster the creation, development, consolidation, feasibility, productivity, competitiveness and sustainability of micro, small and medium-sized enterprises

Programa Integral de Apoyo a la Pequeña y Mediana Empresa - PIAPYME
The Integral Programme of Support to Small and Medium-sized Enterprise - PIAPYME - is a programme of the European Commission and the Ministry of Economy that wishes to strengthen the economic, trade and entrepreneurial relationships between Mexico and the European Union. Its aim is to facilitate business relationships between SME and Europe.
Its instruments consist of a broad series of activities of technical assistance, training and information services oriented to individual enterprises, groups of enterprises and both private and public Mexican and European operators.

Uruguay

Intendencia Municipal de Montevideo (City Council of Montevideo)
Unidad PYMES (SME Unit)
This unit comes under the Department of Economic Development and Regional Integration and it is focused on the promotion and support to SME. The Unit will also articulate the rendering of services, the development of assistance programmes and the promotion of small and middle-sized enterprises with other public and private bodies. It will also coordinate with them the simplification of proceedings and administrative requirements for SME.

Puerto Nuevo (New Port)
It is a Technical and Financial Consultancy programme. Its goal is to support the emergence and consolidation of micro, small and medium-sized enterprises, contributing with instruments, resources and orientation to entrepreneurs.

Programa Capacitación (Training Programme)
This programme provides courses focused on the training of micro, small and medium-sized entrepreneurs. The issues covered are entrepreneurial management, foreign trade, quality standards, etc.
