PRESENTATION
The fact that vocational training is becoming more present within the
labour relations scenario has resulted in the need to include a particular
space for it in the site. This has been clearly expressed by the activities
developed by social actors in order to update workers' knowledge both
about collective bargaining and tripartite activities at regional, national
and local levels. This simply confirms that vocational training has
become an important issue within the social dialogue that links governments,
employers' and workers' organisations and, occasionally, other institutions
that have to do with the training of people with a view to productive
work. Its strong bond with employment, its contribution to the fight
against inequity as well as to the competitiveness of enterprises in
a globalised economy and the inevitable fact that it comprises a fundamental
people's right are enough reasons for Cinterfor/ILO to include this
site about "Social dialogue and vocational training" within
its Web page.
The services to be provided by this site are as wide as the "hypertextual"
nature of vocational training in its relationship with the world of
labour.
Thus, the section Social Dialogue on vocational training firstly
attempts to set the boundaries of the concept of "social dialogue"
by linking it to a modern social theory and by referring to the main
international standards which have regarded social dialogue as an essential
right - without leaving aside one of the most important assumptions:
the freedom of association. In National experiences of social dialogue
and vocational training, it is possible to observe the variety of
social standards and agreements in which vocational training has been
an outstanding component. Finally, in Tripartism and vocational training,
after a new attempt of conceptual delimitation, the user is informed
about the large institutional network which provides information about
Latin American experiences on the subject and establishes links with
those practices in order to study each case in depth.
Labour relations and vocational training deals with one of the
most important issues in recent studies on the evolution of vocational
training. It includes the initiatives taken by social partners for the
training of their teams (trade union and entrepreneurial schools and
institutes), the role and place of training within collective bargaining
and its regulation by labour standards and labour administration, considering
some examples of competencies taken up by Ministries of Labour.
