Establishing the System of TTNVQs

The TTNVQs

The Trinidad and Tobago National Vocational Qualification (TTNVQ) is a qualification obtained from an accredited awarding body as a result of pursuing competence-based training at an approved and accredited centre in keeping with occupational standards of performance, assessment and certification.

Aim of TTNVQ System

The aim of the TTNVQ System which is in keeping with the NTA's Strategic Plan (1999 -2002) will be to establish a national coherent system of training within a national vocational qualifications framework of occupational standards and competencies, accreditation, quality assurance, assessment and regulations.

The Process for Establishing the System of TTNVQs
(Please refer to Appendix III)

The process for establishing the system of TTNVQs will be a function of the constituent departments of the NTA as they relate to the different dimensions of the system. The process must be a coherent one in order to achieve the strategic aims of the NTA as defined above.

Appendix III illustrates the process for establishing the system of TTNVQs and the relevant departments, with the key outputs (products) identified.

The system also comprises sub-processes, procedures and resultant key products from the different stages of the process.

More specifically, establishing the system of TTNVQs will involve the following functions:

  • Research and planning for the development of TTNV
  • Development of the TTNVQ
  • Editing and printing of TTNVQ documents
  • Planning for implementation of TTNVQ
  • Implementation and monitoring of TTNVQ
  • Assessment of TTNVQ
  • Certification of TTNVQ
  • Quality Assurance of TTNVQ
  • Evaluation of TTNVQ
  • Public Relations and Marketing of TTNVQ

    A detailed action plan for establishing the system of TTNVQs for an occupational area has been developed.

Dimensions of the TTNV

The system of National Vocational Qualifications (TTNVQ) encompasses the following dimensions in keeping with labour market requirements:

  • Framework Classification
    - Sector, Occupation and Level
  • Occupational Standards
  • Occupational Competencies
  • Curriculum Design and Competencies
  • Assessment and Testing
  • Certification
  • Evaluation
  • Accreditation
  • Quality Assurance
  • Regulation

Rationale for TTNVQ Framework

The TTNVQ Framework is the national system for the development of TTNVQs according to progressive levels of achievement and areas of competence. The framework seeks to place TTNVQs in a structure which facilitates progress and transcends traditional boundaries which may inhibit further training, employment mobility and career progression. It groups together and relates common are as of competence and promotes/encourages transferability.

Classifications of the TTNVO Framework

The system of TTNVQs is designed and built on a 3-dimensional framework incorporating the following components of the national training system. This system is in keeping with regional and international standards:

i. Sector classification
ii. Occupational classification
iii. Level classification

Sector Classification

The TTNVQ framework is designed in keeping with the national standard classification of industrial/economic sectors as follows :

i) International Standards of lndustrial Classification (JSIC)
ii) Trinidad and Tobago System of National Accounts (TTSNA)
