INSAFORP. Drafting technical standards for labour competency TSLC: an experience in the Republic of
El Salvador

The main objective of this guide is to explain the procedure to be followed in drawing up Technical Standards for Labour Competency (TSLC), taking as bases the qualification of the standard which was previously selected by the Technical Standardization Committee (COTECNO) from the functional map corresponding to the sector in question.

It is designed so it can be used as a text for self-learning or learning in big or small groups, and it is aimed at teachers, instructors, facilitators and consultants in educational institutions, enterprises of vocational training and/or evaluation, consultancy firms, entrepreneurs and workers who are in the COTECNO groups or in the different technical groups.

It has been prepared considering the model of the learning guide of the Systematic Curricular Instructional Development methodology (SCID) adapted for the Republic of El Salvador. It contains the theory, some examples, and the application exercises necessary to master the basic concepts, and it includes practical procedures for developing competency elements: the performance criteria, the fields of application, the evidence, the guidelines for making evaluations and the glossary. It also takes into consideration the evaluation instruments for the cognitive, psychomotor and attitudinal mastery needed to verify the learning acquired.

The examples and exercises in this guide have been taken from the Technical Standard for Labour Competency (TSLC) called "Realization of installations and maintenance of residential electrical circuits", which contains two competency units and six competency elements, and which was prepared along with the standard denominated "Construction and maintenance of electrical distribution lines" for the electricity sector in the Republic of El Salvador, framed in the pilot project denominated "Standardization and Evaluation of Labour Competencies in the Republic of El Salvador".

It is also important to point out that this guide, along with those titled "Organization and validation for the processes and products involved in Standardization and Evaluation in the SNCCL", "Preparation and development of functional maps", "Preparation and testing of evaluation instruments based on TSLC", and "Verification of the conditions for evaluating candidates based on TSLC", support the process identified as Standardization and Evaluation, which forms part of the system of Standardization and Certification by Labour Competencies SNCCL, a proposal for the Republic of El Salvador.
