Key competencies and lifelong learning: three perspectives on these subjects in Latin America and the Caribbean. Since the second half of the 1990s the labour competency approach has been spreading in the Latin American and Caribbean region, and the extraordinary capacity of the vocational training institutions here to acquire, accumulate, transform and apply useful knowledge in the development of training programmes is rooted in the emergence of this new idea.

In recent years, vocational training in the region has been growing in experiences, discussion and achievements in areas like the connection between education and work, support for the philosophy of lifelong learning, the recognition of competencies, and other subjects which have to do with the development of human resources in these countries. These subjects have now been consolidated in ILO Recommendation 195 concerning human resources development. This Recommendation brings together many currents of thought that were already part of the conceptual progress in training, and therefore it has been used as the framework for this study.

This book is an initial effort towards systematising experiences involving the application and development of new training approaches. It presents a systematic approach from three perspectives. The first of these is the trend towards organising national training frameworks, genuine national systems of reference for competencies at all levels, along with definitions of performance areas and mechanisms to facilitate labour mobility. The second perspective synthesises the increasing interest in key competencies, which are competencies that allow the worker to perform in a wide spectrum of labour areas. The third perspective has to do with the development of procedures for the recognition and certification of labour competencies.
