This document is the result of a research project: "New productive
systems and the transformation of the work process; identification of
effectively required know-how", implemented under an agreement
between the Ministry of Culture and Education of Argentina and the Argentine
Workers Federation (CGT).
It is the second stage of a scheme entitled "Education,
Vocational Training and Productive Networks" that had the same
sponsors. During the first stage carried out in 1995 a certain correlation
had been detected between the level reached by firms in their respective
sectoral branches and the occupational competencies they required.
In the automotive sector in particular, adaptation strategies in response
to macro-economic and sectoral transformations were an important element,
that also varied in accordance with the subcontracting level of each
firm.
An important finding was the homogeneous nature of
entrepreneurial attitudes. However, new research data indicated the
existence of diverse and complex processes. The divergence gave rise
to the concern that led to the second stage of the project in 1996,
covering a small group of automobile parts and engineering firms in
the city of Buenos Aires and the industrial facilities of the province
of Buenos Aires.
