One of the most frequent components of development programmes for small firms and enterprises is the training and promotion of their owners-managers, which is quite understandable in view of the key role they play in their operation. Entrepreneur-managers are so closely linked to their own firms that business promotion is synonymous with the upgrading of management, and vice-versa. A competent owner-manager is an important factor for the success of a small concern, if not the most decisive of all. This document is basically intended to provide trainers and consultants with concise reference material on the training and development of small-firm owners-managers. This material can also be used by the latter for self-assessment. Although it includes some of the measures required for the development of small enterprises – as for instance creating a business environment allowing them to prosper, removing legal constraints and facilitating supportive action – it does not cover all of them in detail. Those interested in further information can look up some of the works in the References, such as ILO (1986 –1995), Tolentino (1995) and Theocharides and Tolentino (1991).

A number of well known training packages have been developed in the last 40 years for the promotion of small and medium-sized firms and enterprises. Some of them are widely used and have brought about changes and adaptations in local conditions. A brief paper like this one cannot possibly mention all packages that are commonly utilised (some of them registered trade-marks). It only tries to outline the main aspects of the effective training and development of small business owner-managers.
