The problems of youth unemployment and possible solutions to it are
indeed a global concern. The unemployment crisis and its marked effects
on the young population affect nearly all countries at present, over
and above their different degrees of economic and social development.
In Latin America and the Caribbean, the search for successful strategies
to train young people and incorporate them into the labour market,
on the one hand makes it necessary to get well acquainted with the
national and regional realities that we are dealing with. But on the
other hand, knowing about the paths tried out by other countries and
regions can also be an invaluable contribution. In discussing youth
training and employment policies in Latin America, information about
experiences in other regional contexts is essential.
The convocation of the Iberian American Youth Organisation (Spanish
acronym OIJ) to an International Encounter on Youth, Education and
Employment in Iberian America (Rio de Janeiro, 8 through 10 July 1997)
was a suitable opportunity for Cinterfor/ILO to submit an updated
report on extra-regional experiences, thereby making them known to
people and institutions of the region that might be interested in
them. A similar desire by the Youth Institute (INJUVE) of the Ministry
of Labour and Social Affairs of Spain, and the support of the ILO
Office at Madrid, made it possible to implement the present study.
This valuable input by Lorenzo Cachón, Sociology Professor at the Madrid
University, offers a comprehensive picture of policies promoting the
access of young people to work in countries of the European Union. This
information and the critical analysis of the contexts thereof provided
by the author will no doubt be of great interest to those involved in
the subject in Latin America.
