INTRODUCTION
Vocational training has become particularly important
in the last decade, within the labour relations system, specially in
the activities of the National Institute of Vocational Training (INAFORP)
and Dual Vocational Training. Tripartite participation in the management
of these programmes has promoted social interlocutors to tackle this
issue. However, it is possible to say that in Panama, the matter still
requires a higher compromise from the sectors mentioned.
In the nineties, social dialogue encountered higher chances
of being expressed, particularly in the experience 'Fundación
del Trabajo de Panamá'. In any case, the presence of difficulties
in the mutual acknowledgement of social interlocutors at a larger environment
than the Fundación still leads to the restriction of social dialogue.
Collective bargaining has relatively developed in Panama,
initiated at the seventies. Nevertheless, this experience does not seem
to have exerted any strong influence on training.
