This report is the implementation report of the International Labour
Organization's International Programme on the Elimination of Child Labour
(IPEC) for the 2004-05 biennium.
Part I reviews the current state of knowledge on child labour
and IPECs current research and knowledge accumulation from its
vast experience. It summarizes IPECs response to the problem of
child labour and its various strategies to assist ILO member States
to prevent and eliminate it. It also focuses on trends in IPECs
technical cooperation, advisory services and programme management. The
Programmes achievements in terms of the goals set for the biennium
in its 2004- 05 Programme and Budget are also reviewed. Part II
highlights three themes of current interest to IPECs work: Child
labour and youth employment: Highlighting the links; International standards
concerning child labour statistics: Statisticians agree it is about
time; and Child labour in mining: A global call to action. Part III
presents the Programme and Budget for the IPEC for 2006-07 as part
of the ILOs overall strategic budgeting framework. The Programmes
workplan follows the operational objectives, indicators and targets
as outlined in the ILOs overall Programme and Budget for 2006-07.
