Since 1999, the Ministrys name is Ministry
of Labour and Employment by a Provisory Measure number 179 of
January 1st.
The Portaria #765 of October 11th, 2000 regulated
the structure of the Ministry of Labour and Employment. The
administrative unit responsible for occupational qualification
is the Department of Qualificacao Profissional-DEQP, linked
to the Secretary of Public Policies of Employment and Wages-SPPE.
The Secretary faces the challenge of setting
vocational training within the broader agenda of a development
model and the modernization of the labour-capital relations.
In this context, vocational training faces
various challenges that come both from the new market reality
in which it plays and the government in which it is inserted.
The Secretariat proposes a combined strategy
of action in three dimensions: conceptual advance, institutional
articulation and support to civil society.
The actions proposed define the central axis
both of the plan of action of the Secretary as well as the institutional
consolidation of the Ministry of labour as the responsible organism
for the articulation of employment policies and vocational training
in the country. The Ministry intends to contribute to the formulation
of a new management methodology of the social policies within
the government strategy.
