President Luiz Inácio Lula da Silva stated on several occasions
that employment generation is a commitment, rather than a promise.
The Ministry of Labour and Employment (MTE) has given priority to
this issue by means of a number of articulated actions. Apart from
the programmes developed, the MTE consolidated the dialogue between
employers, workers, state and local governments and other society
sectors, with the aim of finding efficient solutions to generate employment,
work and income in Brazil.
President Lula's commitment became a collective effort that brought
3.4 millions of jobs between 2003 and 2005, being this the best result
of the last three decades in terms of formal employment.
The main objective is the creation of public policies that ensure
the growing employability, particularly of the most vulnerable populations.
Facilitating access to the labour world to young people, people who
have special needs, women, indigenous people, African descendants
and the long-term unemployed has been a permanent task of the MTE.
During the two editions of the National Congress of the Public System
of Employment, Work and Income, the main objective has been the creation
of a plural system that proves the articulation between the federal
governments and other federal entities and the society.
This integrated and participation-promoting dialogue achieved a dimension
that will give more legitimacy and consistence to the Public Employment
System. Both Congresses showed that Brazilian society is good and
ready for going through democratic processes regarding objectives
in common.
This publication seeks to show, with its published documents, the
richness of debates and the depth of the studies carried out during
the five Regional Congresses and the two National Congresses. The
basic texts discussed during the Regional Congresses are published,
together with all contributions, the version of the basic text with
the addition of contributions and the final rendering of the document.
Studies on the labour market and employment policies in five regions
and at a national level are included.
