The National Service of Training and Employment
is a state decentralized technical agency linked with the government
through the Labour Ministry.
Its objective is to promote the development
of workers labour competencies in order to contribute to an
adequate level of employment, improve workers and enterprise
productivity as well as quality in processes and products.
Its mission is to contribute to the increase
of national productivity promoting vocational training both
in enterprises and in people of low income from the country.
This task is accomplished through the administration
of fiscal incentives that the state offers to the enterprises
to train its personnel and through a fellowship-training programme
financed with public resources.
The main directives of SENCE are the administration
of the mechanism of training demand incentive to enterprises
through tax exemption and the coordination of the programmes
of training fellowships directed to low income sectors. These
programmes are executed through training institutions, universities,
educational institutes and centres of technical education.
Nowadays, SENCE is focusing its work on expanding
the coverage of the programmes and intensifying the entrepreneur
training activities, promoting the joint and equitative participation
of entrepreneurs and workers. SENCE is also working on course
quality and information on the system.
To contribute to the enforcement of these purposes,
in 1997 the National Congress approved unanimously a new statute
of training and employment (law 19.518). This normative introduced
a series of modifications and new instruments that tend to modernize
and project Chilean Training System towards the future.
