The National Rural Training
Service -SENAR- was created by law 8315 in December 23rd
of 1991
SENAR is an institution of private
law, "paraestatal" (public institution which
operates outside the State) linked to the National Agriculture
Confederation. A tripartite deliberative council integrated
by representatives of the government, the rural employers and
the workers, with the same number of counsellors, directs it.
The goals of SENAR are to organize,
administrate and execute the rural vocational training and the
social promotion of men and women, young and adult that work
in the rural areas of all the country.
The SENAR is responsible for
the actions in vocational training as well as in social promotion.
These two fields allow SENAR to develop integral activities,
expanding benefits for workers and small rural producers. SENAR
acts in a decentralized way and has as principal collaborators
the rural trade union.
The activities of SENAR are
organized and developed in a systematic way following a process
of planning, execution, evaluation and control. Its educational
activities are based on the development of the rural people
as citizenships and workers in a general perspective of growth
and social welfare.
The methodological principle
of SENAR is to form and promote rural people focusing on the
need of an educational process where practical activities are
of vital importance for learning.
