Exclusão Digital e educação
no Brasil: dentro e fora da escola

It offers a broad vision regarding the relationship between education,
the use of computers and the Internet and social inequity, particularly
among the urban poor in Brazil. The first part reviews the observations
and interviews with participants from schools of a Brazilian city to
present the Brazilian school system and the use of information technology.
The second part describes the penetration of information technologies
into the "favelas" of Rio de Janeiro, based on a quantitative
and qualitative research carried out in low-income communities of the
city during the second semester of 2003.

Digital technology promotes the interaction, integration and convergence
of means and therefore it places the discussion on new distance learning
(DL) at the core of the debate. This new DL rejects bureaucratised or
inflexible projects that impersonalise participants and restrain innovation
and creativity. This text proposes a pedagogy that promotes authorship,
from the starting point of strategies that acknowledge the student as
a protagonist of the teaching act and respect the complexity and totality
of the human being and his or her ability to construct meaning and create
socially relevant knowledge. It presents projects that are currently
being developed by the Secretary of Distance Learning of the Ministry
of Education and Culture (MEC). They use the authorship pedagogy to
promote and translate the unlimited answers of individual and collective
actors motivated to explore, analyse, contextualise, intensify, expand
or, in other words, produce their own vision and experience on a certain
subject.

Towards an educational society

theory developed in the book "Dos Meios às Mediações",
of 1987. He presents the concept of educational society and analyses
issues concerning digital inclusion and the new challenges currently

Desenvolvimento de cursos baseados na Web:
uma proposta metodológica.

The interest of educators on the Web has been growing fast. It is motivated
by the advantages it offers, such as quicker distribution, access to
a bigger number of people and speed in materials updating. This imposes
a challenge: designing Web-based courses that address the new education
curricula, with reasonable production costs. The purpose of this piece
of work is precisely suggesting a process of design of Web-based courses
that address this challenge. A brief historic review is presented here
together with a summary of the categories and the emphasis on the use
of the Web in teaching activities. Subsequently, it deals with the concepts
of teaching situations and learning objects as ways to organise and
develop Web-based courses. Finally, it analyses the way of structuring
the process of course design, including a team development proposal
centred upon the experience of the authors.

Programme "Sintonia SESC SENAC": uma experiência
radiofônica de mídia-educação

Popular, non-formal, open education that is mediated by communication
and radiophonic technology is one of the possibilities of Distance Learning
(DL) in its search of new ways and solutions for continuing learning
and teaching. In this sense, this paper gathers the experience of open
learning via radio carried out since 1996 by the Centre of Distance
Learning of National SENAI and the Management of Dissemination and Institutional
Promotion of the National Department of SESC, addressing the theoretical
and methodological references, the educational and communicative structure,
the production processes and the training of Web-based radio diffusers.

Avaliação de competências
em cursos de EAD; relato de experiência

This article describes the experience of applying the A2COM methodology
- Distance Learning Courses Follow Up and Competency Assessment in a
Corporative Education Programme run by SENAC/CE - which aids tutors
in their task of assessing the development of competencies in students
in a personalised way and respecting their differences and rhythms.
It has the following characteristics: it is formative, it favours negotiation
and autonomy in students when managing their learning and it enables
the development of social and vocational competencies.
