The Ministry of Labour and
Social Security (MTSS), is an Agency of the State's Central Administration,
as provided by Decree-Law 147 of the reorganization of the agencies
of the State's Central Administration, dated April 21st, 1994, in
its article number 10.
According to the Agreement N° 4085 of the Council
of Ministers' Executive Committee dated July 2nd, 2001, the Ministry
of Labour and Social Security is in charge of systematically suggest,
manage, control and evaluate the State and Government Policy in
labour, wage, labour security and protection and prevention, social
attendance and security matters, with the specific attributions
and functions that are granted in the agreement.
The National Institute of Social Security (INASS),
the National Office of Labour Inspection (ONTI), the National Training
and Development of Staff Centre (CNFDC), the Study and Labour Research
Institute (IEIT), the National Commission of Prevention and Social
Attention and the National Council for the Attention of Disabled
Persons are attributed to the Ministry of Labour and Social Security.
Their objective is to do some of the state duties concerned in the
already mentioned agreement 4085.
Mission: Develop the full employment, the
Human Resources Organizational Planning for the achievement of a
high human, economic and social fulfilment and the new model of
Social Security management.
Vision: A well-known advanced institution
in the full employment, the human capital and of the social security
for all management.
Study and Labour Research Institute
The IEIT is a scientific research and technological
innovation and specialized services entity, assigned to the Ministry
of Labour and Social Security of the Republic of Cuba. Its mission
is to promote, research, develop and apply advanced experiences
in the labour and social security sphere. It also registers and
approves the Personal Protection Equipment for workers. Manages
the technical information for the labour sphere and directs the
Labour System's Archives Policy.
